Delrio reassures the Municipalities, incoming decree: "Deductions for the home up to 1,3 billion"

The government responds to the protests of the Municipalities, but the Undersecretary for the Economy Pierpaolo Baretta is holding back on Delrio's hypothesis: in addition to the hypothesis of increasing the deductions thanks to greater transfers by the Government, there is also the possibility of raising the rates of the Tasi.

The government just cashed in the confidence of the House on the Stability law, but we are already thinking about how to appease the wrath of the Commons, who denounce a 1,5 billion hole and threaten legal action. "There will be another measure before the end of the year - assured the Minister of Regional Affairs and Local Autonomy, Graziano Delrio –, a decree in which to review the flexibility of the tax rates for deductions for families: 500 million are already in the Stability law. It would reach 1,2-1,3 billion".

The Undersecretary for the Economy Pierpaolo Baretta is holding back on Delrio's hypothesis: "The solutions to the problem raised by the Municipalities - he said - must be shared by the entire Government as well as by the Anci". Baretta then confirmed that in addition to the hypothesis of increasing the deductions thanks to greater transfers by the Government, there is also the possibility of raise tax rates.

The maneuver establishes the single municipal tax (Iuc) and abolishes the Tares, the tax on waste and urban services in force in 2013. The Iuc includes the Imu, payable by anyone who owns non-luxury properties "excluding main homes" , and two other components: the first (Tari) for the collection of urban waste, the second (Tasi) guarantees the resources for indivisible services such as local public transport, the registry office, lighting and road maintenance. For 2014, the maximum tax rate is set at 2,5 per thousand.

The general regulation of the Tasi provides that the Municipalities can increase or decrease the rate. However, the Government has imposed a ceiling: the sum of the Imu and Tasi rates cannot exceed the limits established for the Imu in 2013. Therefore, on main homes the maximum rate will be equal to 6 per thousand. On the other properties, Imu and Tasi together will weigh a maximum of 10,6 per thousand.

One of the requests made by the municipalities consists in returning to the original version of the manoeuvre, which indicated the maximum rate of Imu and Tasi at 11,6 per thousand. The maximum rate for 2014 should instead rise to 3,5 per thousand, according to the Anci.

“This is the first stability law that gives to the municipalities and does not cut – reiterated today Prime Minister Enrico Letta -. The question posed will find attention, but I invite the Municipalities to have an attitude of dialogue because problems are solved with dialogue. “The country needs responsible choices or it goes bankrupt”.
