Fiscal delegations: the Government will listen to categories and citizens and will work with Parliament

“For the implementation of the fiscal delegations we will carry out a constant dialogue with the parliamentary commissions, as well as with the trade associations. An electronic platform will also be made available to all citizens to collect suggestions and observations". This was stated in Parliament by the Deputy Minister of Economy and Finance, Luigi Casero. 

With the implementation of the powers we will bring about "a great revolution in the tax system", said Casero, who then went on to list the first issues the offices will address: simplification of obligations, with the revision of the Caf and the pre-filled declaration for employees public and retired; reorganization of simplified schemes, starting from the minimums; introduction of electronic invoicing, with the aim of both reducing tax obligations and better combating tax evasion.

But there are at least thirty themes identified by Casero to rewrite and rearrange the tax rules. "Of these - explained the deputy minister - many are necessary to activate other more complex and articulated implementation processes". This is the case with the reform of the Land Registry, which needs two immediate, simple and rapid implementation interventions to be activated, such as the definition of census commissions and the regulation of the collaboration relationship of the Revenue and Territory Agency with local authorities .

In addition to these, simplifications of obligations could start as early as May. The proposal, re-launched by Prime Minister Matteo Renzi, of the pre-filled tax return for civil servants and pensioners will be linked to these. "Declaration which – Casero specified – if it is implemented immediately will be able to debut in the spring of 2015, for the 2014 tax year".

In the lineup of macro-interventions for the reorganization of the tax authorities, Casero then mentioned the rationalization of the assessment, the regulation of the abuse of law, the revision of the sanctioning system and tax litigation, the reduction of tax exependitures. And other issues such as the stabilization of 5 per thousand and the revision of 8 per thousand. The review of public games is a separate matter: a "fundamental and important issue", which, according to Casero, "requires a more in-depth discussion".

As for the method, the Government intends to follow a very "participatory" procedure, directly involving Parliament - underlined the deputy minister. For this we will start with "the establishment of technical working groups within the Ministry of the Economy, on the various issues of fiscal delegation". Then there will always be "a direct confrontation with Parliament during the drafting of the provisions"; and the comparison will be extended to the trade associations involved and – for some more sensitive issues – also to the citizens, “with the help of telematic platforms”, explained Casero.

During the debate that followed Casero's statements in the Finance commissions of the Chamber and Senate, the Government's attention was also drawn to the urgency of implementing the delegation on the reorganization of local tax collection, since in the sector - stated Marco Causi of the Pd - there is a lot of legislative cumbersomeness and above all an accounting problem for the Municipalities and Provinces, which from this year will have to indicate the data of the tax collected.
