“Regarding the bill-delegation for the tax reform, which should be approved by the end of June, the Council underlined the need to keep firm to the fundamental principles set out in the delegation itself (support for growth, rationalization of the system, fight against tax evasion), avoiding compromises that further fragment the system ”. This is what the Board of Directors of Assonime explains in a note in which it also underlined the need to approve the land registry reform "as an essential element for the emergence of illegal activity and the fight against tax evasion".

With regard to the national and international economic outlook, "the Council noted the prevalence of downside risks to growth, aggravated by the sharp rise in inflation which compresses real incomes and aggregate demand, increasing the danger of a widespread recession throughout the Eurozone”. Furthermore, the Council “lauded the prudent guidelines of the budgetary policy expressed in the DEF, sharing the need to keep the already very high debt under control. The full implementation of the reform and investment programs envisaged by the PNRR is an essential objective to support growth in our country".

Finally, the Council approved the final balance sheet for 2021.

Tax delegation, what happened to it?

After the agreement found on the bathing establishments, which has in fact the Competition bill has been released, the government is also pressing the accelerator on the tax delegation - the text is still in the Senate Finance Committee - convening the majority for an urgent meeting, given that June 20 is approaching (when the Chamber of Deputies will examine the reform) and for how much a mediation on the cadastre has been found, with various difficulties, the reform still needs to be integrated with some requests that have been advanced and on which we are working.

In reality, the tax delegation was due to arrive in the Chamber on May 9, but the executive has made it known that it prefers to conclude first on the competition bill, on which the funds of the Pnrr depend. But also in order not to fuel the already high political tensions. However, time is running out here too: in order to successfully close the chapter, in fact, the reform must first pass in Finance Commission before arriving in the Chamber. Once approved, then, the relevant delegated decrees should be given the go-ahead by December 2022.
