With the Irpef discounts that the government will provide "the average annual earnings per beneficiary will be equal to 714 euros for the poorest families" of the first quintile. This was stated by the president of Istat, Antonio Golini, during a hearing on the Def in the Chamber. The benefit will be 796 euros for households in the quintile deconso, 768 for those in the third, 696 for those in the fourth and 451 for the richest families.

Only 9,5% of the total expenditure for the intervention, he underlined, will be paid to families belonging to the poorest fifth of income, also due to the presence of incompetents in the families of the poorest fifth.

As regards businesses and the IRAP relief that the government is preparing to launch, the high presence of businesses with a negative or zero taxable base restricts the audience of interested parties, explained Golini. These are "about 620 companies, equal to 72,2% of the companies considered".

The beneficiaries, he added, "are more numerous in percentage terms among medium-large companies operating in the manufacturing sector, companies residing in the North-West, and national and international group companies".
