DEF 2018: Chambers of Commerce in the National Reform Plan

Chambers of commerce mentioned by the Government in the 2018 Economic and Financial Document as one of the implementers of the reforms aimed at modernizing the country. Within the measures contained in the National Reform Plan (section III of the Def), the action of the Chambers of Commerce is mentioned both in the Business Plan 4.0, both in the chapter concerning simplifications, and within the reform of the crisis discipline business and insolvency.

Starting in March - highlights the PNR - the regulation for the certification of technology transfer centres. It is one of the subjects (together with the Digital Business Points set up by the Chambers of Commerce, the Innovation Hubs and the Competence Centres) introduced by the Industry 4.0 Plan to boost the innovation and digitization processes of Italian companies. The certification of the technology transfer centers will be issued by Unioncamere, pending the accreditation of the national certification bodies, through its own national technical structure. At the moment there are many subjects interested in this certification which will allow companies to carry out information, training and assistance activities on Industry 4.0 issues.

In terms of simplification initiatives for businesses, the National Reform Plan then mentions the impresa.italia.it service, created by InfoCamere. This is the online platform through which every entrepreneur can access the information and official documents of his company without charges, even from smartphones and tablets. More than 40 entrepreneurs have joined the "digital drawer", integrated with SPID and in line with the logic defined by the Digital Team and the Agency for Digital Italy (AGID).

Finally, almost 1.400 innovative start-ups were set up online through the free digital method introduced in July 2016. As highlighted by the PNR, this procedure provides a free and standard model for the company's founding documents, which can be customized by the user on the platform online created by InfoCamere in collaboration with the Chambers of Commerce on behalf of the Ministry of Economic Development.

In October 2017, the delegation to the Government for the reform of the discipline of company crises and insolvency was definitively approved, innovating a legislation dating back to 1942. The delegation, for the implementation of which a draft legislative decree was prepared , is aimed at promoting the early restructuring of companies in crisis, introducing among other things a preventive and extrajudicial phase entrusted to a public body, which will be set up at the Chambers of Commerce. The objective of this phase is to anticipate the emergence of the crisis through a preliminary analysis of the causes of the entrepreneur's economic and financial malaise and to operate for an assisted settlement of the crisis, aiming at reaching an agreement with the creditors.
