Development Minister Corrado Passera achieved his first victory. The Development decree passed the Senate and became law. What the decree provides:
BUILDING RENOVATION INCENTIVES – The tax bonus for those who decide to secure their apartment goes from 36% to 50%. In this way, anyone who starts work on their apartment between 26 June 2012 and 30 June 2013, within ten years, will get back half of the investment made, in the form of a tax deduction, for a maximum of 96 thousand euros (before 48 thousand). The strengthening of the one-stop shop for construction is also envisaged, which will be the only channel to turn to for any type of practice and whose decision-making powers will be expanded.
ECO-INCENTIVES for CARS – As regards, however, the state eco-incentives for the purchase of electric cars, which will start from 2013, the decree provides that ecological cars can be recharged using special columns, mandatory in all new buildings that house offices and shops. The bonus, which goes from 3 to 5 euros, is up to anyone who buys, even through leasing, a new ecological car, registered between 2013 January 31 and 2015 December 12. To obtain the sum, an old vehicle must be scrapped. has been the owner or user for at least 20 months in the case of a finance lease. The contribution will be 2013% of the price for the years 2014 and 15 and will drop to 2015% in 120. Half of the aid is broken down by the state bonus and the other half by a discount applied by the seller. Among the models that can be purchased with the eco-incentives are electric, hybrid, LPG, methane, biomethane, biofuel and hydrogen vehicles that produce carbon dioxide emissions not exceeding XNUMX g/km.
IVA – It will be possible to pay the value added tax only after the receipt of the consideration and to deduct it only after the payment of the invoices. As far as construction companies are concerned, they will be able to offset the tax credit relating to unsold properties even after 5 years from the completion of the works. Furthermore, the volume of business for companies that can postpone the payment of VAT after having issued the invoice ("VAT in cash") goes from 200 thousand to 2 million euros.
WORK STANDARDS – 79 million euros will be allocated for the reconstruction or safety of industrial warehouses in the areas of Emilia, Veneto and Lombardy hit by the earthquake. The Development Decree also intends to facilitate the permanent hiring of graduates in scientific subjects with a contribution that will cover 35% of the expenses up to a maximum of 200 thousand euros per company. This bonus will not be given to companies that relocate abroad.
PROJECT BOND – Project bonds to build infrastructure will be facilitated with fiscal measures by reducing the tax rate from 20% to 12,5%.
CITY PLAN' – The decree also intervenes in urban redevelopment projects by channeling 224 million into the Fund for the implementation of the National City Plan. Another 68 million will be entrusted to the recovery of unassigned former IACP housing.
SISTRI – The extension of Sistri, the waste traceability system, is envisaged, with a temporary suspension for a maximum of 12 months, no later than 30 June 2013.
YOUTH AND GREEN ECONOMY – Financing will be given to "green" companies that hire young people under the age of 35 on permanent contracts.
FOOD – New labeling system against counterfeiting of Made in Italy.
RESEARCH – Companies, universities and research institutions will be able to obtain grants, subsidized credits, tax credits and tax breaks.
LEGASIFIERS – State concession within 150 days. The government intervenes if the Region does not express its opinion.
