Hotels, public water, construction sites, universities. There is a bit of everything in the new Recovery decree which today arrives in the Council of Ministers for the green light. It is an omnibus measure connected to the maneuver 2022, which in turn will land on the government table on Thursday. The objective of the decree is to implement part of the investments envisaged in the National Recovery and Resilience Plan (Pnrr), the set of commitments undertaken by our country in relation to European aid of over 190 billion euros linked to the Next Generation Eu programme.

Let's see what are the main measures contained in the 42 articles of the Recovery decree.

TOURISM

To support the tourism sector, still seriously affected by the pandemic, the eco-bonus reaches 80% and a non-repayable grant of up to 100 thousand euros for the renovation of hotels. The aid can be used for various purposes: from increasing the energy efficiency of the structures to eliminating architectural barriers, up to the construction of thermal pools. In addition, a special Tourism Section is established in the Guarantee Fund for small and medium-sized enterprises. Finally, a 50% tax credit is foreseen for the digitization of travel agencies and tour operators.

PUBLIC WATER

In determining "the concession fees for public water users", account will be taken not only of the "environmental costs and costs of the resource", but also of "pollution", on the basis of the environmental law principle "the polluter pays ”.

SCHOOL AND UNIVERSITY

An important part of the provision concerns the university world. As far as student accommodation is concerned, "priority is promoted - reads the draft of the Recovery decree - the restructuring, transformation (also through demolition and reconstruction) and the purchase of existing structures and buildings with the aim of pursuing high environmental standards in the construction and management of the interventions”.

The education package also provides for the funding of scholarships and some changes to the degree courses to promote interdisciplinarity, allowing students to obtain credits also in courses similar to the one chosen for the degree.

Finally, a competition for the design of innovative schools will be launched.

CONSTRUCTION SITES

A revision of the rules is envisaged to maintain anti-mafia controls on construction sites and at the same time to prevent the works from being blocked.

URBAN DECOR

The Recovery decree allocates 2,5 billion euros over five years (from 2022 to 2026) to combat urban decay in Italy. In particular, the aim is to counter "marginalization and situations of social degradation", to "promote urban regeneration through the eco-sustainable recovery, restructuring and re-functionalization of building structures and public areas", as well as to "support projects linked to smart cities".

THE DIGITAL REPUBLIC

The Fund for the Digital Republic is created on an experimental basis until 2026. It will be financed by some foundations which will be able to take advantage of a tax credit equal to 65% in the two-year period 2022-2023 and 75% from 2024 to 2026. The aim, in line with the requests of the European Union, is to support projects for training and digital inclusion. The allocated resources are 4,27 million euros for 2022, 70 million euros for 2023, 70 million euros for 2024 and 2025, 35 for 2026.
