Many of the terms modified by the decree are a consequence of the extension of the state of emergency to 31 March 2022

State aid, public administration recruitment, interventions in health care, processes and corporate meetings, renewal of the golden power: these are some of the "legacies" that 2022 receives from 2021 thanks to the so-called "Milleproroghe decree” launched by the government at the end of the year and already appeared in the Official Gazette. Some details:

  • State aid. Another six months - and therefore until 30 June - for the Temporary Framework of State aid (Temporary Framework-Covid). This is a program adopted by the European Union to allow states to take advantage of the flexibility of state aid rules to deal with the coronavirus emergency. Therefore, the subsidized loans, loan guarantees and contributions to uncovered fixed costs incurred in the period between 1 March 2020 and 30 June 2022 are extended.
  • Public administrations. Extension of one year for open-ended recruitment competitions called to replace employment relationships terminated in the years from 2009 to 2012. The same measure was envisaged for recruitment in state administrations, including autonomous ones, agencies and non-economic public bodies, judicial offices and the state university system” as well as for Education, the security sector, the Armed Forces, the Fire Brigade and the State Attorney's Office.
  • Golden Power. Also for this year, the energy, transport and communications sectors will fall within the application of the Golden Power.
  • Reconversion. The New Skills Fund, created to encourage the conversion of the companies most affected by the post-Covid crisis, will be extended by one year, unless otherwise indicated by the Ministry of the Economy.
  • Labeling. The suspension, expiring at the end of the year, of the packaging labeling obligations according to the provisions of the Environmental Code is extended to 30 June 2022. Consequently, it is accepted that products without the labeling requirements already placed on the market on 1 July 2022 (no longer just 1 January) can be marketed until stocks are exhausted.
  • “smart” process. The possibility, in the tax process, of holding public and chamber of commerce hearings and council chambers with remote connection is extended to 31 March
  • Corporate meetings. They can only be carried out in ways that do not involve face-to-face performance. The deadline for this rule is scheduled for July 31st.
