Incoming dignity decree: news on work, taxation and betting

The "dignity decree" could reach the Council of Ministers as early as Monday or Tuesday. This is what transpires from the ministries of the Economy, Labor and Economic Development, at work in these hours to finalize the definitive text. The most difficult knot to untie was and remains that of finding adequate coverage to support the manoeuvre: a point on which Economy Minister Tria seems determined not to make concessions.

The contents of the provision are divided into three fronts: work, taxation for businesses and the restriction on gambling.

WORK

The work chapter is the most awaited one. The latest draft of the dignity decree provides for several regulatory innovations:

  • fixed-term contracts can be renewed a maximum of 4 times, no longer 5, in the space of 36 months;
  • the obligation to provide reasons for fixed-term contracts is reintroduced;
  • renewals will be possible, with an additional contribution of 0,5%, only for extraordinary needs, temporary increases in orders or seasonal activities;
  • farewell to temporary agency work (staff leasing);
  • the same constraints as temporary contracts apply to fixed-term work.

Some measures are also introduced to discourage relocation by companies:

  • a company that has received public grants and in the following 10 years moves production outside Italy (even if in the EU) will have to repay the benefits received with interest increased by up to 5%.
  • In addition, he will receive a fine equal to two to four times the amount paid by the state.
  • Finally, in the event of sale or relocation, the hyper-depreciation will be recovered.

TAX FOR BUSINESSES

On this front, the intention is to make a massive simplification, overcoming anti-evasion tools such as the income meter, sector studies, the spend meter and the split payment, considered oppressive by Minister Di Maio due to the obligations and costs they impose on businesses.

In fact, the spesometer and sector studies have already been abolished, but the new government could speed up the farewell, currently scheduled for January XNUMX next year.

GAMBLE

The third and final chapter concerns the "fight against gambling addiction", through a strong squeeze on online betting. "Any form of advertising, even indirect, relating to games or bets with cash prizes, however carried out and by any means" will be prohibited. The violation entails a fine equal to 5% of the value of the sponsorship or advertising and never lower than "for each violation, 50 thousand euros".

The ban on advertising, according to some estimates, it would drop TV ad revenue by $70 million in 2019. The football clubs, on the other hand, expect damages of around 200 million a year.

In an interview with occur, Di Maio also announced the introduction of "a player's card to control flows and put a maximum limit" on bets.
