Dignity decree between clashes and changes: here are all the measures

Dignity decree between clashes and changes: here are all the measures

While raging the controversy between the government and INPS, Dignity Decree receives the stamp from the State General Accounting Office thanks to an increase in coverage: the levy on gaming will already be raised this year and the State will also draw on some ministerial funds, including that of the Treasury for structural economic policy interventions.

The provision has arrived in Parliament, which will have 60 days to convert it into law. The two Chambers will have to work with a certain speed, considering the summer break and the agreement to be found on the changes already announced by the Government. And in fact, the conversion process provides for the start of the debate in the Labor Commission in the Chamber, while the vote in the classroom is expected on Tuesday. Tight deadlines which, in the intentions of the majority, will have to guarantee few, albeit significant, changes and send an "armored" text to the Senate.

The most relevant is the return of the voucher: Northern companies dear to the League are asking for it and the 5 Star Movement has decided to agree, but with limits. The Minister of Labour, Luigi Di Maio - who in the past had defined job vouchers as "a form of slavery" - has opened up the possibility of reintroducing coupons in agriculture and perhaps also in tourism.

Another possible addition concerns new incentives for the stabilization of precarious workers, probably through an initial filing of the tax wedge. A measure that would compensate for the tightening on forward contracts contained in the first part of the measure.

Here are the main measures currently envisaged by the Dignity Decree.

WORK: LENDANCES, RENEWAL, CAUSES

Permanent contracts:

  • the indemnity for workers dismissed without just cause goes from a maximum of 24 months to a maximum of 36 months.

Term contracts:

  • the maximum duration of the contracts is reduced from 36 to 24 months;
  • for each renewal starting from the second is expected the 0,5% increase in the additional contribution (currently equal to 1,4% of the taxable salary for social security purposes);
  • le possible extensions they are reduced from 5 to 4;
  • return the reasons: it will be necessary to indicate them in contracts longer than 12 months and in all renewals. The contracts of seasonal workers are excluded from this novelty.

Employment protection with state aid: 

  • if a company receives state aid but cuts jobs in the next 5 years, the benefits are withdrawn.

FINES FOR THOSE WHO RELOCALIZE AFTER TAKING PUBLIC MONEY

Companies that have received public aid and move production to other countries within the next 5 years will receive penalties of 2 to 4 times the economic benefit obtained, which will also be repaid with interest increased by up to 5 percentage points. The recovery of hyper-depreciation in the event of relocation or sale of investments is also envisaged.

GAMBLING: STOP ADVERTISING, UP TAXES

  • Gambling advertising will be banned from 2019. Violators will be punished with a fine equal to 5% of the value of the sponsorship or advertising, but the amount cannot in any case be less than 50 thousand euros. Proceeds will go to the anti-gambling fund. Penalties ranging from 100 thousand to 500 thousand euros remain for those who violate the ban during shows dedicated to minors. Lotteries with deferred draws (such as the Lotteria Italia) and existing contracts (but for a maximum of one year) are excluded from the ban on advertising.
  • From September 19,25, the single tax levy (PREU) will rise to 6,25% on slot machines and 0,25% on video lotteries. Another XNUMX% hike on both games will come on May XNUMX next year. The increases will serve to cover the drop in VAT revenues caused by the ban on advertising.

OTHER SIZES

  • Extension for teachers with a master's degree. The layoffs imposed by the sentence of the Council of State postponed by 120 days. Another extension will probably follow to allow for the continuity of the school year.
  • The split payment, i.e. the direct withholding of VAT by the State, is abolished for professionals.
  • The Spesometer it now provides for only one fulfillment per year. The deadline for the submission of third quarter 2018 data has been pushed back to February 2019, together with the submission of fourth quarter data.
  • Redditometer: no controls since 2016.

THE RIDERS

At the moment, the question of the riders it has no place in the Dignity Decree. The Government will continue negotiations with the companies, but in the event of no agreement, the law will be included in the decree by the deadline set for its conversion into law.
