The exhausting process of the Competition Bill is not over yet. It was approved in the House but now it will have to go back to the Senate again. The assembly of Deputies pronounced itself with 218 votes in favour, 124 against and 36 abstentions (among others the Mdp abstained). This is the third reading for the provision which was modified in Deputies with four amendments on energy, insurance, telemarketing and dentists and which the government presented in Parliament two years ago. On Wednesday, the law on the decommissioning of fuel distribution systems was changed in the Chamber.
THE MAIN CHANGES
The changes approved by the Finance and Productive Activities commissions derive from Pd and bipartisan amendments. As regards the transition to the free energy market, set for 2019 July XNUMX, following the corrections also requested by Fi, the auctions for 'protected' customers who have not yet chosen a new supplier by that date have been cancelled. The possibility of tacit renewal for non-life policies also returns. The 'limits' introduced by the Senate in calls relating to telephone commercial offers are also gone. Therefore, more restrictive constraints have been reintroduced for dentistry companies in terms of qualification of the components
Therefore, with the last vote, the green light came from the Chamber for a reformulated M5S amendment, which guarantees the reclamation of land previously used by decommissioned fuel distributors. A procedure to be carried out, points out the modification approved with the favorable opinion of the Government, 'in any case' if contamination is ascertained.
INSURANCE AND AUTO TPL
One of the main chapters of the provision concerns insurance and in particular motor liability. Among the innovations introduced in the Senate and confirmed by Montecitorio, there are discounts for motorists who install devices such as the black box and for 'virtuous' motorists who reside in areas with the highest accident rate and with higher prices. The measure leaves IVASS with the task of determining (anti-fraud measures are also envisaged in the sector). However, on this issue, there is a negative assessment of the National Order of Actuaries according to which the new rules they will not allow prices to be reduced of compulsory insurance.
The suspension of the Poste Italiane monopoly for the notification of fines and judicial documents has also been postponed by three months
OTHER NEWS
Other measures concern the sector of energy production from renewable sources and the rationalization of the fuel distribution network.
The bill contains measures on pension funds, telephony, the banking and financial sector (such as the so-called financial leasing), professionals (notaries, lawyers, dentists), pharmacies, tourism (with the so-called 'Booking standard'), the scheduled and non-scheduled transport sector, the delegation for the reform of the taxi sector, the international circulation of cultural property. Also include the change in the thresholds for reporting mergers to the Antitrust and the national logistics monitoring system.
