Put in black and white the agreement on bathing concessions, which have so far caused the stalemate on the Competition bill. On Monday 30 May the provision will pass to the Chamber and it should be avoided that the government - as ventilated by Prime Minister Mario Draghi - locks down the basic text by placing trust. But it is still early to sing victory since the last node, that of indemnities to be paid to concessionaires who should lose their concession after the tender, was dissolved in half. The reparations, in fact, have not been quantified, because the government will have to set the criteria with i delegated decrees to be submitted within 6 months.

Competition bill: the agreement on compensation and the 2024-2025 time frame 

The agreement on the seaside resorts is decisive for the Competition bill, on which the fiscal delegation depends (which after various postponements, was scheduled again in the Chamber on 20 June) but also the very precious European funds. Yet another test case for holding an increasingly precarious majority.

La amendment proposal, presented by the Deputy Minister of Economic Development Gilberto Pichetto Fratin, provides that calls for tenders will be made in 2024 or 2025 if there are "objective impediments", such as appeals. The bathers have actually earned a year.

Other requests from the sector have also been accepted: references to the "residual value" and the "survey" on the beaches granted in concession have disappeared from the text and the possibility of derogating from the Navigation Code has been introduced in the future definition of compensation. 

Reorganization of business incentives

The CDM also approved another enabling law to reorganize the incentives for companies, today almost 1.500, many of a regional nature. "We want to strengthen, rationalize, simplify the system by concentrating incentives as much as possible to ensure certain times for companies, especially in the South", underline the proposing ministers, Mara Carfagna (South) and Giancarlo Giorgetti (Mise). From 2 June, the incentivi.gov.it portal will also be operational.

Organization of the Public Administration

Finally, as Minister Renato Brunetta (Pa) announces, the CDM approved the Piao, the organization plan that simplifies the life of public administrations, from smart working to gender equality. And the telematic helpdesk for the motorist, a single channel for ownership and circulation certificates.
