The Competition Bill (Competition law 2022) goes one step further. Or rather, take a step back. The Council of Ministers has in fact approved, after numerous postponements, the 2022 Competition Law which extends concessions for street vendors by 12 years. In fact, the provision establishes that the new assignments of parking concessions for itinerant trade in public areas will be put to tender, safeguarding the "legitimate expectation of the current concessionaires" who will be able to benefit from a renewal of the current concessions exceptionally for 12 years.

Competition law 2022: there are no bathing establishments

Competition yes but up to a certain point, it is therefore the synthesis of a provision that bears the signature of the minister of companies and Made in Italy and which has obtained the endorsement of the EU but with an eye strongly oriented towards one of the voting basins of the Right, that of the street vendors. The 2022 Competition Law comes to the end of a turbulent period in relations with the EU and after the "slap" by the European Court on bathing. Precisely the seaside resorts are outside the competition bill and can count on an extension – yet another – of the concessions, an extension on which Brussels has vetoed.

Competition bill: new street vendor concessions are in competition

Le new concessions of parking space will be released for one duration of ten years, moving from tenders that will have to respect "the principles of impartiality, non-discrimination, equal treatment, transparency and publicity". And to "enhance competition" a maximum number of concessions of which each operator may be the owner, owner or holder, in the same area. In addition to the measures on street vendors, the bill also intervenes on smart meters gas network for the purpose of “promoting energy saving and containing the price of electricity”. The government is banking on campaigns to promote smart meters, but also on easier planning for the electricity grid, as well as more efficient investments in the natural gas grid.

Competition bill: simplifications for sales and promotions

There is a simplification for promotional sales and for those below cost that aim to favor commercial activities present in more municipalities, such as supermarket, electronics, household appliances or clothing chains. It will now be enough to send a single certified email (PEC) to the one-stop shops of the production activities of all the municipalities concerned, with the dates and indications of the commercial establishments involved.
