While Maneuver 2020 is being discussed, that of 2019 had bequeathed a series of implementing decrees to be issued, but many of them have been in the drawer for months: here are the dossiers that end up on the table of the new government.

While everyone's eyes are focused on the first objective of this Conte-bis government, that is the maneuver, and the budget law for 2020 a series of economic and fiscal measures have been on track for some time now: the implementing decrees relating to the 2019 manoeuvre. Among the first, here is the one on Web Tax, tax on giants like Google, Amazon, Facebook that produce income in our country without paying taxes.

The goal was a revenue of 150 million for this year and 600 million for the next, with the implementing decree expected for the now past May 1st. Also awaiting the decree for the definitive detection of the debts of Rome, based on the provision of the Growth Decree of last April which puts an end - by 2021 - to the commissioner's management and transfers the financial debt to the state coffers.   

Clock stopped in April also for the implementing decree for the tax credit of 65% of donations for interventions on buildings and public land for environmental reclamation. Chapter securitizations: the 2019 maneuver introduces new regulations on the matter but one or more decrees from the Minister of the Economy were already expected from the end of March to define various related aspects, including the methods and purposes with which the destination of the securitized loans is carried out.  

For Regions and security, the decree is awaited which defines the methods for monitoring and certifying the financial commitments undertaken by the Regions for investments in the safety of buildings in the area, roads and transport, healthcare and public residential construction, interventions in favor of businesses. 

The decree on the law was even expected by the end of January culture, which would have reduced the tax credits to cinema operators, bookshops and companies producing publishing products that make investments in publishing. 5,6 million euros in savings are expected from the cuts. On the other hand, fresh from publication in the Official Gazette (but this was expected from the end of February) the implementing decree which discloses the operating procedures for proceeding with the mortgage renegotiation which Municipalities, Provinces and Metropolitan Cities signed up with CDP and which were then transferred to the Ministry of the Economy. The operation will allow institutions to obtain savings on mortgage payments, which will free up resources for interventions in the area.
