From the 4,2 billion anti-VAT spending review

S4,2 billion are the cuts in public spending to be obtained in 7 months to try to avert the VAT increase scheduled for October. Let's see, in summary, the main characteristics of the provision, approved by the Senate and which passes to the scrutiny of Deputies. The resources that will be obtained with all the interventions that the government implements should make it possible to achieve the public finance objectives indicated in the Def and will favor the easing of the tax burden.

- EXTRAORDINARY COMMISSIONER AND COMMITTEE. The appointment of the extraordinary commissioner for the rationalization of expenditure for the purchase of goods and services has already taken place in the person of Enrico Bondi: the regulations define his duties and the establishment of an interministerial committee. Compared to the original text, the extraordinary commissioner will have a series of additional powers: the task of defining the level of expenditure for the purchase of goods and services also by the Presidency of the Republic, Parliament and the Constitutional Court, monitoring also the use of real estate, the possibility of requesting the collaboration of the Guardia di Finanza in its work of cutting public spending, also intervening on companies controlled by public subjects not listed on the Stock Exchange and not only on those with total public participation.

- SAVINGS. The rules concern the price-quality parameters for carrying out the purchasing procedures; data on the acquisition of goods and services; the activities of the national central purchasing body through the information system, the acquisition of goods and services relating to automated information systems through the use of central purchasing bodies, the electronic market of the public administration, the awarding of contracts with the criterion of the most economically advantageous, the simplification of contracts for the purchase of goods and services and measures to reduce energy consumption and increase the effectiveness of energy end uses.
Articles 14 and 15 deal respectively with coverage and the entry into force of the measure.

- CERTIFICATION OF DEBTS. Even in the Regions subject to plans to recover from health deficits, companies will be able to have their credits owed to the National Health Service certified.

- PROCUREMENT. The limit above which the various contracting authorities and contracting entities are obliged to communicate to the Observatory of public contracts relating to works, services and supplies, data on the content of tenders, minutes, is lowered from 150 to 50 of the tender, the invited subjects, the award amount, as well as the name of the contractor and the designer.

- GOVERNMENT TASKS. By 30 September 2012, the interministerial committee will have to present a program on the revision of the entire public scale and not only on the purchase of goods and services, it being understood that the Prime Minister or a delegated minister will have to report to Parliament by 31 July next .

- CENTRALIZED PURCHASES. The price-quality parameters identified by Consip for public administrations must be essential and, if possible, improve.
