Since 2015, the Isee has changed: here is the new rich meter

The number of social services for which the indicator is taken into account is increasing (for example, the new baby bonus is added), but at the same time the aim is to narrow down the number of beneficiaries, excluding those who enjoy benefits without being entitled to it: the new system should prevent childcare and checking account scams.

We're here now: the new Isee will come into force on January XNUMX, the richness gauge against welfare thieves. The acronym stands for "Indicator of the equivalent economic situation" and indicates the instrument that measures the degree of well-being of citizens, determining the amount due for social services of various kinds and university fees. 

Since 2015, the ISEE has changed in two respects: the number of social benefits for which the indicator is taken into account increases (for example, the new baby bonus is added), but at the same time the aim is to narrow the number of beneficiaries, excluding who enjoys concessions without being entitled to them.

Precisely to achieve this goal, from Thursday the calculation of the ISEE will become more complicated: account will no longer be taken only of income and savings (putting everything in relation to the size of the household), but also of deposits and bank accounts, Bot, bonds, shares and assets under management. Real estate will help raise your income, while you can deduct your spousal allowance. It will also be necessary to indicate the income exempt from Irpef, such as the invalidity pension or the social allowance, as well as those subject to substitute taxes, such as the coupon on rents.

Compared to the past, governors and mayors will have greater autonomy in deciding the ISEE limits under which they will be entitled to concessions, but the general effectiveness of the system will be guaranteed by cross-checks between the tax authorities and INPS data (self-certifications, in fact, they will decrease quite a bit). 

According to some simulations by the Uil Fiscal Policy Service, however, the new system risks excluding, together with the false poor, also pensioners and employees with fairly modest incomes but property owners, since the house is calculated on the basis of the revalued cadastral income of 60 % from the IMU. 

On the other hand, several wrongs of the past have been corrected. For example, the question of nursery schools: the case of school requires that the parents are not married and have different residences. The father earns, the mother does not, and the child, being dependent on the woman, enters the nursery by bypassing the children of the truly poor. To solve the problem, the income of both parents must be indicated in the new Isee.

Even the old trick of removing the money from the current account, signing the ISEE declaring that you have no savings and then paying it all back into the same account will become impracticable. In the new indicator, in fact, it will be mandatory to specify the "average daily balance of bank current accounts", no longer the balance relating only to the final period of the year. Calculating the average stock is not easy, but thanks to an agreement between the ABI, Poste Italiane and the Ministry of Labour, it will be possible to request the data directly at the bank counter or post office.
