Italy reopening. Although the infections are on the rise, our country is gradually approaching normalisation, or rather, coexistence with the Covid: but what changes from April 1st? After two years, Italy will no longer be in a "state of emergency", the regional color system will be definitively archived together with the Technical-Scientific Committee and the commissioner structure, the one led by General Francesco Figliuolo (who now coordinates the shipment of weapons in Ukraine). In their place, an ad hoc operating unit will be created until December 31, "for the completion of the vaccination campaign and for the adoption of other measures to combat the pandemic". While from 1 January 2023 the new anti-Covid management will come under the control of the Ministry of Health. But let's see in detail the path to normality established by the government last 17 March.

Covid, what changes from April 1st? Green passes and Super Green passes

No more Green Pass for outdoor venues, while inside the pass in the basic form will be sufficient (therefore even a negative swab will suffice for the unvaccinated). The Green Pass obligation – both basic and enhanced – for public offices, shops, post offices and tobacconists, as well as accommodation facilities, personal services and hotels, is no longer valid. In the same way, it will be possible to use local public transport, while for long-distance journeys – planes, trains, ferries, buses – the basic certification will suffice. The obligation to wear protective masks remains, but surgical ones are enough.

The Super Green Pass remains operational until the end of April for some activities, such as gyms and swimming pools, conferences, cinemas and theaters (indoors), discos, parties and receptions. The capacity of sports facilities returns to 100%, with the basic certificate outdoors and strengthened in the case of indoor sporting events. It will be required until the end of 2022 to enter hospitals and Rsa.

The obligation of enhanced certification at work also expires for the over 50s, also in this case the setting goes back to the basic one.

Quarantine and masks

No discount on the quarantine of Covid positives, but what changes from April 1st? Rules and times remain unchanged even with the end of the state of emergency on March 31st. “For the unvaccinated or the vaccinated who have completed the vaccination cycle for more than 120 days and for those who have recovered for more than 120 days, isolation lasts 10 days with a negative antigen or molecular test at the end of the period”. Instead "for those vaccinated with the third booster dose or who have completed the vaccination cycle for less than 120 days and for those who have recovered for less than 120 days, isolation lasts 7 days", always with a negative swab at the end.

From next Friday the only change concerns the so-called close contacts with a positive, who will no longer have to go into quarantine: without making any distinction between vaccinated and not, the decree provides that only self-surveillance is triggered for everyone. Which consists of wearing the Ffp10 mask indoors and also outdoors for 2 days in case of gatherings. At the first appearance of symptoms, however, it is necessary to swab and repeat it after 5 days if you are still symptomatic.

With regard to masks they will be mandatory indoors until April 30. It is possible, net of surges in cases or the increase in hospital pressure, that from 1 May they will no longer be mandatory. Meanwhile, until that date, Ffp2 remains mandatory in the places most at risk: by plane, ship, train (not in the regional ones, where surgical or other ones are enough), buses, metro, coaches, cable cars, gondola lifts and covered chair lifts. At school, in bars and restaurants, a surgical mask is enough. In the workplace, a mask is needed only if the one meter distance from colleagues cannot be respected. No masks for children up to six years, the frail, carers of the disabled and not even when dancing in the disco or when playing sports.

School, trips and dad

What changes at school from 1st April? Lots of news: from the management of positives to trips, from the use of masks to dads up to the vaccination obligation for teachers. Only those positive for Covid-19 will go to remote teaching, and even with four cases in the classroom, the lessons remain in attendance but with a Ffp2 mask (instead of the surgical one) for 10 days. In addition to the positives, those with respiratory symptoms or a temperature above 37,5° will also remain at home.

After a two-year stop, the go-ahead for school trips and guided tours, while unvaccinated teachers will also return to receive their salaries but will not be able to teach for the moment. We remind you that the vaccination obligation for all school staff remains until June 15th.

The obligation to use surgical-type masks (or those with greater protective efficacy) remains, with the exception of children up to six years of age and for subjects with pathologies or disabilities incompatible with their use. The mask must also be worn on means of transport and on school means of transport (of the Ffp2 type until April 30). While it should not be worn during sporting activities.

Compliance is recommended safety distance interpersonal distance of at least one metre, unless the structural conditions of the buildings allow it. There is still a ban on accessing or staying on school premises if you are positive for Covid or if you have respiratory symptoms and a body temperature above 37,5 degrees.
