Covid-19: Concrete aid for Tourism and Culture from the Council of Ministers

Official note from the MiBACT Ministry:

"The Council of Ministers has approved further measures to help tourism and culture, sectors hard hit by the spread of the Coronavirus and by the measures taken to contain the contagion". Thus the minister for cultural assets and activities and for tourism, Dario Franceschini, at the end of the Council of Ministers which passed a decree law to support, among others, workers and businesses in the tourism and cultural sector.

“The interventions – underlines Franceschini – take into account the numerous requests of the trade associations of these sectors with which we have had a close dialogue in recent weeks. From allowances to workers in the various sectors, to the emergency fund for entertainment, cinema and audiovisuals, to support for hotels and tourist businesses, there are numerous measures put in place by the Government to support the industry in this first phase cultural, creative and tourism, one of the main engines of the country”.

The measures approved today integrate and strengthen the tourism measures contained in the first decree with which the government provided for the suspension of social security and social security payments for hotel agencies and tour operators throughout Italy and the possibility for agencies to reimburse customers with a voucher. 

Here is a summary of the extraordinary measures for tourism and culture.

EXTRAORDINARY ALLOWANCE FOR TOURISM AND CULTURAL WORKERS
Workers in the tourism, culture, entertainment, cinema and audiovisual sectors will enjoy extraordinary allowances to contain the negative effects due to the restrictions due to the coronavirus emergency. The allowances are also extended to workers without social shock absorbers.

SOCIAL PROTECTIONS AND SHOCK ABSORBERS

Extension of social safety nets also to seasonal tourism and entertainment workers and interventions in favor of authors, artists, performers and agents.

SUPPORT TO CULTURAL, ENTERTAINMENT AND TOURISM ENTERPRISES

Suspension of payments of withholding taxes, social security and welfare contributions and compulsory insurance premiums for subjects who manage or organize theatres, concert halls, cinemas, fairs or events of an artistic or cultural nature, museums, libraries, archives, places and historical monuments, bars, restaurants, spa companies, amusement or theme parks, transport services, rental of sports and recreational equipment or structures and equipment for events and shows, guides and tourist assistants.

EMERGENCY FUND FOR ENTERTAINMENT AND CINEMA

The live entertainment, cinema and audiovisual emergency fund is born, 130 million euros for 2020 to support operators, authors, artists, performers and performers affected by the measures adopted for the COVID-19 emergency and for investments aimed at relaunching these sectors. The methods for allocating and allocating resources will be established by decree of the Minister for Cultural Heritage and Activities and for Tourism, taking into account the negative impact on the beneficiaries deriving from the measures to contain the contagion from COVID-19.

VOUCHERS FOR CINEMA, THEATRES, MUSEUMS AND CONCERTS TICKETS

Refunds with vouchers already provided for travel and tourist packages canceled following the Covid-19 emergency are also extended to tickets for shows, cinemas, theatres, museums and other places of culture.

VOUCHERS ALSO FOR HOTELS 

Refunds with vouchers already provided for trips and tourist packages canceled following the Covid-19 emergency are also extended to residence contracts and therefore also concern hotels and other accommodation facilities.
