The Italian situation is anomalous, with over 7 publicly-owned companies. These are the words of the extraordinary commissioner for the expenditure review Carlo Cottarelli, who spoke in Viareggio during a conference on the Stability Law and local budgets.

“The system – Cottarelli explained to journalists – is very complex, we have a working group which is studying the central and local subsidiaries, which will make technical proposals in this area by the end of February for the decisions which will then have to be taken by spring. These will be proposals that will also go beyond the current legislation".

It is true that with 7 subsidiaries it is difficult to write rules, according to what the commissioner said. However, through the publication of information and transparency it will be possible to review public spending, in this regard "a database will be made available".

Cottarelli, in his speech, however underlined that "there are certain sectors in which, in addition to the management result, the public must participate, I am thinking of those of services to citizens".
