A new plan to rationalize public spending can no longer be postponed, but linear cuts must be avoided. The president of the Court of Auditors said, Luigi Giampaolo, in the report on the state's general account for the financial year 2012.

The economic crisis, said Giampaolino, "puts new pressing demands on public finance management" and work must be directed "to favor the process, which cannot be postponed in the present conditions, of review and rationalization of spending and public systems“, starting with an “organic design for the revision of public spending” which “appears to be no longer deferrable”. 

For Giampaolino, "an innovative and unconventional approach is needed in public finance rebalancing policies, starting precisely with an organic design for the revision of public spending, above all due to theexhaustion of the margins offered by the use of linear cuts expenditure and possible failures generated by them in terms of quality of services offered to citizens".

In the context of a comprehensive review of public spending, in a long-term perspective, the number one of the Court of Auditors deems it necessary instead "rethink the way public services are provided, in relation to citizens' expectations, in a profoundly changed social and demographic context".
