A real shower of regional ordinances modifies the rules established by the Government - From Lombardy to Sicily, here's who can reopen and with what rules - And what lies ahead for fashion, cars and metallurgy

Coronavirus: what is open and what is not, Region by Region

It slowly begins to restart. From Tuesday 14 April bookshops, stationery shops and children's clothing stores will be able to reopen their doorsas well as some types of businesses. The latest government decree provides for it which confirms the lockdown until next May 3, but expands the list of businesses that are allowed to remain open. Be careful though, because as per tradition, each Region has decided to proceed on its own issuing ordinances that de facto go beyond the choices of the Executive, imposing different rules on the territories. A babel of ordinances that reduce, and by a lot, the window left open by the government.

WHAT CAN STAY OPEN ACCORDING TO THE GOVERNMENT

After Easter and Easter Monday we start with the first reopenings. Bookstores, stationers and clothing stores for babies and children they will be able to raise the shutters.

Among productive activities forestry activities, the wood industry, the activities that produce computers, those that deal with the care and maintenance of the landscape, the companies that carry out hydraulic works, the wholesale trade of paper and cardboard will be able to reopen. Those who leave will have to respect stringent rules: gloves, masks, interpersonal distancing, sanitization of the premises and so on. 

Meanwhile the government studies a possible advance of Phase 2 for some sectors including fashion, automotive and metallurgy which could restart between 18 and 20 April together with other activities that deal with the production of machinery for agriculture and for the food, beverage and tobacco industries.

THE REGIONAL ORDERS

The general rules established by the Government will not be the same throughout Italy. In fact, several Regions have issued ordinances that impose different rules on citizens: some have decided to maintain the grip, others have relaxed the prohibitions, others have instead decided to limit the opening days and introduce time slots.

TRENTINO 

Shops for children and babies and bookshops remain closed. On the other hand, outdoor production activities and work on construction sites, both road and construction, reopen. Thermoscans and masks must be used in the workplace and the minimum distances must be respected.

SOUTH TYROL

You can walk from your home as long as the social distance of at least three meters is respected. Allowed to move within the territory to visit the partner or partner and children. You have to wear the mask. 

FRIULI VENEZIA GIULIA

In Friuli it will be allowed to do physical activity outdoors, but only by staying close to home. The use of masks, scarves or foulards is mandatory to protect the nose and mouth. Body temperature measurement is recommended in supermarkets and pharmacies. Green maintenance activities are permitted on public and private areas and on concession beaches.

LOMBARDY

The ordinance signed on Saturday 11 April by the governor Attilio Fontana prohibits the reopening of bookshops and stationery shops, while that of children's clothing stores is permitted. Hotels and accommodation facilities remain closed, as well as open-air markets. Professional studios will only be able to reopen for indifferent and urgent services. Those who leave the house will have to cover their nose and mouth with masks, scarves or foulards. 

PIEDMONT

Bookstores, stationery shops and children's shops remain closed in Piedmont where an ordinance signed on Sunday confirms the old rules in order "not to frustrate the efforts made so far", as the governor, Alberto Cirio said.

VENETO

The governor of Veneto, Luca Zaia, is more permissive than his colleagues, who allows motor activity even beyond 200 meters from home "but you certainly can't get to 4-5 km, it is obvious, common sense is needed", he specifies. Those who go out will have to use gloves, a mask and bring a disinfectant gel with them, while those with a fever of more than 37.5 will not be able to take to the streets. The safety distance to be respected goes from one to two meters. On April 25th and May 1st, picnics and "outdoor" barbecues will be allowed only "in the garden of the house" and for the single family unit, without friends or relatives.

EMILIA-ROMAGNA

The squeeze on the so-called orange zones, i.e. the provinces of Piacenza, Rimini and the city of Medicina, has been confirmed, while the measures established at national level come into force in the other territories. Then bookshops, stationery shops and children's shops reopen. 

TUSCANY

Ok to the national rules on bookstores and stationery shops, but on condition that everyone wears masks and that shopkeepers install protective barriers. The safety distance to be respected rises from 1 meter to 1,80 meters.

LIGURIA

The ordinance of the governor, Giovanni Toti, allows the reopening of vegetable gardens and orchards. Those who carry out gardening work will also be able to restart, while in view of the summer season, green light for maintenance work on the bathing establishments and kiosks. Building maintenance work and shipyard activities preparatory to delivery are also permitted. Ok also for the maintenance of football and golf fields.

LAZIO

The reduced hours for open shops have been confirmed, while bookshops and stationery shops will only be able to reopen from 20 April. Commercial activities will have to remain closed on April 25 and May 1. Fondi, Nerola, Contigliano and Celleno remain red zones.

ABRUZZO

The ordinance signed by the president of the Region, Marco Marsilio, allows the maintenance work of the bathing establishments, albeit with all the necessary safety measures, and the activities for the maintenance and cultivation of the vegetable gardens. For bathing, the provision also provides for the possibility of recovering and disposing of the waste accumulated during the winter on the beaches, in the second case also the care and cutting of wood in the woods.

CAMPANIA

Bookshops and stationery shops are closed, while children's clothing stores will only be able to open two mornings a week, from 8 to 14. Take-away food is prohibited, construction sites are closed with the exception of urgent works. Anyone who violates the rules and leaves the house without a justified reason, in addition to having to pay the fine, will subsequently have to stay in home quarantine for two weeks.  

SICILY

In Sicily bookshops, stationery shops and children's clothing stores are reopening. In places where "it is not possible to maintain a distance of 1 meter between people, everyone is obliged to cover their nose and mouth with a mask or other suitable accessory"
