Coronavirus, self-certification: here is the new form

The integration provides for an absolute ban on leaving the house for people who have tested positive or come into contact with infected people - It is therefore mandatory to declare that you are not infected: those who transgress risk 12 years in prison for negligent participation in the epidemic.

The Government is tightening the restrictive measures, and it does so in the meantime by updating the form to be filled in for self-certification. Starting today, anyone leaving the house will have to declare, by filling in the new form that can be downloaded from the website of the Ministry of the Interior, still under their criminal responsibility, that they not be subject to quarantine obligations for those who have been found positive for the coronavirus or for those who have come into contact with an infected person.

The integration to the self-certification therefore concerns the absolute prohibition to leave one's home for anyone who has been placed in quarantine (art. 1, paragraph 1, letter c of the Prime Ministerial Decree of 8 March 2020), that is precisely the cases of positivity or contacts with other infected people. For those cases, therefore, not even the famous exceptions, such as shopping, walking the dog, etc., are valid. The further clarification was necessary because several people were found outside the home in violation of the quarantine obligations and risk up to 12 years in prison for culpable participation in the epidemic.

The new form will be countersigned at the time of the check by the police who will have ascertained the citizen's identity. This is to avoid having to attach photocopies of documents. The self-certifications will, as always, be verified afterwards by the police. In the first five days of checks, out of over 665.000 people arrested, those reported were 27.500. On the other hand, just over 1.100 businesses were reported for not having observed the provisions on closures or safety distances.
