Contributions, the discount to encourage hiring rises to 8 thousand euros

Renzi's economic advisor, Yoram Gutgeld, reveals to Corriere that in the final text of the Stability law, the annual ceiling for tax relief on new permanent contracts will rise from 6.200 to 8.060 euros - The threshold will function as a deductible and "will favor 850 hirings ”.

The 6.200 euros envisaged in the draft should reach 8.060 in the final text. So the annual ceiling for cutting contributions on new permanent contracts should change in the Stability law. This was stated by Yoram Gutgeld, economic adviser to Prime Minister Matteo Renzi, in an interview with Enrico Marro published today in the Corriere della Sera.

The Israeli-born economist also specified that the threshold will function as a deductible: the companies that will be entitled to higher reliefs will not pay INPS the first 8.060 euros, but only the excess.  

The decontribution will last three years and will facilitate "850 hires – Gutgeld explained again -, that is almost 50% more than the 600 permanent hires based on the first six months of 2014". 

To arrive at this estimate, considering that the funds made available by the Stability law for this chapter amounted to 1,9 billion in 2015, "we calculate that, on average, the contributions that will not have to be paid are worth approximately 2.200 euros per hire - continued Renzi's adviser – We estimate that the average gross salary on permanent contracts that will be able to benefit from the subsidy is 14.500 euros gross per year. In fact, we must consider that many are part-time, therefore with a lower salary. Out of these 14.500 euros, the company will not have to pay around 31% of contributions, adding the 24% due to INPS and the remaining social security contributions, excluding Inail. It is therefore a discount of 4.500 euros on an annual basis”. However, in the first year, not all companies will start the procedures from January, thus benefiting in full from the "discount" over 12 months. There are those who will start later in the year, reducing the advantage to 8, 4 or two months. The 2.200 euros are therefore an indicative average figure for 2015.

Meanwhile, this evening the Stability law arrives at the Quirinale, as announced yesterday by Economy Minister Pier Carlo Padoan. 

On the European judgment front, however, according to some sources, a technical letter could be sent from Brussels to Rome in these days to ask for preventive clarifications in view of the final judgment on the law, which will arrive only on 29 October.
