Erga omnes extension of contractual minimum wages, wages regulated by the national contract both on the basis of inflation and the trend of macroeconomic dynamics, level bargaining developed in such a way as to intervene on organizational processes, hourly policies, and classification.

These are the most important changes contained in the proposal on the "modern system of industrial relations" launched today by CGIL, CISL and UIL. A text based on three cornerstones: bargaining, participation and rules. The aim is to prevent the government from placating the disputes between the trade unions, Confindustria and Federmeccanica, acting de facto on issues that should be the prerogative of the social partners.

Speaking of bargaining, the goal is to create more inclusive rules aimed at protecting the various contractual forms active within the same company, eliminating the imbalances existing between employees. As regards the models, CGIL, CISL and UIL propose the overcoming of the rigid schemes active up to now in favor of a general system based on rules on which to "graft the adjustments in a flexible way" which serve to ensure complementarity between the different levels .

The national contract will have to establish common rules for all workers in the reference sector, with guidelines for the development of second-level contracts.

Speaking of the economic aspect, the unions propose overcoming the protection of purchasing power, while as regards the increases, the implementation proposals will be presented later. Alongside the economic growth indicators, reference is made to sector trends, through variable measures that can be defined by individual national contracts, also in relation to the development of the second level of bargaining which is considered a factor of competitiveness.

Another fundamental point is the support for participatory models in the direction of governance, organization and the economic-financial structure. Finally, it will be necessary to develop contractual welfare and in parallel disseminate complementary pensions and supplementary healthcare.

Although the text has yet to be formally approved, Federmeccanica has already made it known that it does not share its fundamental aspects, preferring to focus on more efficient welfare for all and on company bargaining rather than national. There are three cornerstones of the association: guaranteed minimum wage, plus supplementary pensions, health insurance policy extended to families and the right to training. In other words, wage increases will be cut to the bone and will affect only a minor part of the workers, those who are below the minimum (5%), but in exchange there will be more welfare for everyone.
