Paolo Savona will be the new president of Consob, Marcello Minenna general secretary. After months of internal struggles for the most important seat of the Commission for the Company and the Stock Exchange, Lega and Movimento 5 Stelle have found a compromise. The Council of Ministers, which lasted just over half an hour, gave the green light to the appointment, at the same time establishing that the leadership of the Ministry of European Affairs will go ad interim to the Prime Minister, Giuseppe Conte.

Marcellus Minenna, the man who until the end the orthodox wing of the M5s had tried to push towards the presidency meeting the veto of the Northern League but also (according to rumors) of the President of the Republic, Sergio Mattarella, will become general secretary. But be careful, because officially the choice of the secretary falls, on the president's proposal, to the commissioners, called to decide between "persons of specific and proven experience and of undisputed morality and independence having regard to their professional, cultural and scientific qualifications and the experience gained" . So in this case, for the appointment to become official, a few more steps will be needed.

Savona will take the place of Mario Nava, resigned last September due to continuations accusations of "incompatibility" by the pentastellati exponents of the Government. The problem is that even the name of Savona has raised doubts about the compatibility of his position. They would even be three incompatibility profiles identified which will be subjected by Palazzo Chigi to a preventive check by the Antitrust: Paolo Savona is a pensioner and the Madia law on the Public Administration allows retirees to be given public offices for only one year - but the mandate in Consob lasts seven - and exclusively free of charge. . Consob is an independent administrative authority, endowed with autonomous legal personality and full autonomy and supervises the markets in concert with Bank of Italy. However, Savona is currently Minister of Foreign Affairs and precisely to avoid political interference with public bodies, the Frattini law prohibits ministers and undersecretaries from holding positions in public bodies, including economic ones, for one year after the expiry of their mandate.

Finally, Savona was chairman of the Euklid fund until May 2018. The law establishing Consob does not allow those who have held senior positions in companies supervised by Consob in the previous two years to assume positions in the commission.
