A public lighting a Minimal environmental impact : this is the objective ofFramework Agreement CONSIP for the "Management and energy efficiency of public lighting systems owned by local authorities" (GEIP), now active throughout the national territory. In particular, the contract concerns the management of approximately 2,6 million lighting points in the area - for a value of over 2,1 billion euros - and has as its objective a energy saving of at least 50% on the electricity consumption of the administrations within the first year of the contract.
The new contract for public lighting efficiency
The initiative allows administrations to account "off-balance sheet" for investments relating to the redevelopment of public lighting systems made by the supplier. The contracts implementing the framework agreement - which will have a duration of 9 years - are configured as service concessions which provide for the transfer of risk to the concessionaire through stringent rules e contractual clause.
Among news, the obligation for the concessionaire to create remote management/remote control systems for monitoring energy saving objectives, which allow remote control of the switching on/off/regulation of the systems, verification of the operating status and reporting of faults , measurement of consumption, regulation of luminous flux.
Through the framework agreement (divided into 30 territorial lots) the administrations will be able to entrust the concession to one of the successful tenderers, using a "comparator" to identify the most advantageous offer in economic terms. Only for entities with more than 50 thousand inhabitants or with a nominal installed LED power exceeding 25% of the total, the service will be awarded by reopening the competitive comparison between the successful economic operators.
