The first Consip tender was awarded to three temporary groups of companies led by Fastweb, Tim and Vodafone. A 24 month contract is available

Consip awards first 135 million tender for cybersecurity in the PA

Consip has awarded the first tender dedicated to the purchases of the Public Administrations for the implementation of the PNRR projects of – “Security On Premises – management tools, email, web and data protection” – making a 135 million euro contract available to the Public Administrations and the duration of two years. Starting from March, the administrations will be able to choose the supplier to purchase products and services from the customer cyber security. The tender was won by the temporary groupings of companies headed by Fastweb, Tim e Vodafone.

In detail, the initiative implements the provisions of Legislative Decree 77/2021 on the Governance of the PNRR which allows administrations to purchase cyber security products/services for the implementation of projects financed through European funds, which pertain to the Mission 1 (Digitization, Innovation, Competitiveness, Culture) - Component 1 (Digitization, innovation and security in the PA).

Furthermore, this tender is part of a package of three Consip tenders in the cyber security area and is part of the strategic ICT tender plan that Consip carries out in implementation of the "Three-year IT plan in the PA 2020-2022", prepared by Agid and Minister for Technological Innovation and Digital Transition. 

The participating companies and the offers available to the Public Administrations

The tender was awarded to three temporary groupings of companies: the first, with Fastweb as agent, is made up of Fincantieri, N&C, Business Integration Partners and the Reply Public Sector Consortium. The second is instead formed by Tim as agent, Leonardo, Dgs and Engineering Ingegneria Informatica, while the third by Vodafone as agent, Eurolink, Almaviva and The Italian Innovation Company.

Starting from March, through a framework agreement with several economic operators, the administrations will be able to choose the supplier, relaunching the competitive comparison between the successful tenderers following a specific contract, to purchase with the "on premises" formula:

Products (Security Information and Event Management – ​​Security Orchestration, Automation and Response – Secure Email Gateway – Secure Web Gateway – Database Security – Data Loss Prevention – Privileged Access Management – ​​Web Application Firewall)

Connected basic services (installation and configuration, training and support, maintenance, contact center and help desk, client hardening, specialist support) 

Additional services (hardening on other systems, data assessment, Privileged Account Assessment, professional services provided by the vendor, incident response).

“All the offers presented”, Consip points out in a note, “are economically convenient, with savings on the estimated unit prices for the calculation of the auction base of 33% (for the supply and maintenance of the products) and 20% (for professional services).
