Parental leave, rental bonus, Isee: the Family Act is law, here are the news coming with the delegation

Parental leave to review, Isee to reform, bonus to be introduced on the rent of the main residence and on the purchase of the first home. This and much more is discussed in the "Family Act”, the enabling law to help families which received the definitive go-ahead from the Senate on Wednesday. The measure commits the government to rearranging and potential regulations to support parenting and fight back the decline in births. The objectives also include the independence and financial autonomy of young people and the work-life balance of both parents.

Parental leave

In detail, the executive will have to review the discipline of parental paternity and maternity leave, which can be used up to the child's 14th birthday.

Rent bonus and tax deductions

The government delegated decrees will then introduce a series of tax breaks. The most important will concern three chapters:

  1. the rent of the house used as a main residence (the one in which you have your registered residence and habitually reside);
  2. buying your first home in favor of young couples;
  3. the implementation of the right to independent living and housing autonomy for people with disabilities (in this case, of course, there are no personal limits).

Deductions or bonuses that can be directly spent for are also on the way university education, which can range from the purchase of texts (even in digital format) to housing costs for off-site students.

The financing of the measures

The financial coverage for the delegated decrees will mostly come from the modification or abolition of a series of measures (such as the baby bonus and or the kindergarten bonuses), or – but it is less probable – by the general reform of the deduction system envisioned by all governments in recent decades.

The parties ask for the reform of the Isee

Susy Matrisciano – M5S senator, chairman of the Labor commission of Palazzo Madama and rapporteur of the Family Act – communicated the content of a series of agendas presented by the political forces. Here's what the parties are asking:

  1.  set up a technical table for the reform of the ISEE (Odg signed by the entire majority and by the Brothers of Italy);
  2. to introduce end-of-life parental leave for those who assist family members in irreversible clinical conditions, who have refused medical treatments or who have given consent to palliative care;
  3. create the figure of the family caregiver, which still today has no citizenship in our legal system.

Minister Bonetti's comment

The Minister for Equal Opportunities and the Family, Elena Bonetti, confirmed "the Government's commitment to fully, rapidly and concretely implement it, through the implementing decrees that I confirm that I want to build together with Parliament and all the majority and opposition forces . The acceptance of the agenda for the evaluation of the ISEE reform is a sign of this. Resources need to be invested, we confirm that. In particular, I confirm the commitment that Minister Franco has spent in accompanying this measure”.
