Confindustria: more networks and long-term goals are needed to increase energy efficiency

Long-term planning, network development, incentives. These are the three lines along which Italy must move to address the energy situation. He stated it the director general of Confindustria, Giampaolo Galli, during a hearing in the Senate Industry Committee.

The action plan for energy efficiency and that for renewables are the basis of the socio-economic development of the country and represent important points of reference. But Galli deems it necessary to maintain all the incentives that are in force today. The impact on employment would generate more than 1,5 million jobs and the contribution to GDP growth would be around 0,4% per year until 2020. Furthermore, Galli reiterated “the'energy efficiency is the main tool to achieve the binding targets set for the reduction of CO2 levels ″. So according to the director general of Confindustria "it is necessary to implement as soon as possible the Extraordinary Plan for energy efficiency envisaged by law 99/09".

One of the points on which Galli insisted is the need for "a medium-long term programme, essential for having a stable regulatory framework over time" which is one of the "determining factors for the development of new investments".

Not only that: "It is essential to further develop the network infrastructures - underlined Galli - This is the most effective way to contain costs, increase system safety and encourage the development of renewable energies.” The too many delays in the authorizations have led to inefficiencies in the plants located in some Italian regions (such as Sardinia and Sicily) favoring a differentiated price structure by zone, with repercussions on the national average price.

As far as permits are concerned, it is necessary to make local communities responsible, also through the gradual introduction of a zonal price system. But, as Confindustria has been arguing for some time, it is necessary to review the provisions of Title V e bring the essential infrastructures of the energy system back to the exclusive competence of the central government.
