Confindustria, speak clearly about the Sun and Luiss

The two candidates for the presidency of Confindustria, Alberto Vacchi and Vincenzo Boccia, must present convincing programmes, starting with the two thorniest questions such as the future of Luiss, which has never taken off as a university of excellence, and that of the Sole, its accounts in deep red and its quality – Rules of the game, building representation, Chambers of commerce and international presence the other nodes on the carpet

On Thursday in Confindustria the two candidates, Alberto Vacchi and Vincenzo Boccia, will offer their programmatic proposal to the General Council meeting for an evaluation which will then be decisive for the formal investiture vote. Aurelio Regina remained on the field with the sole support of Lazio and Marco Bonometti, who left Brescia and remained in Brescia. Neither of the two, therefore, will be able to get back on track in any way by promising significant consents to the two finalists, such as to be able to determine the quorum for the nomination.

It will therefore be the programs and proposals for an effective renewal that will coagulate the consensus and favor a mending of the organization, put to the test by a divisive and non-competitive selection procedure. The three wise men were able to count with a large margin of certainty the respective strengths of the competitors and, without much effort, arrive at only two candidates. Only Marco Bonometti left slamming the door and throwing his colleagues on the run the most defamatory of accusations against an entrepreneur: that of being a professional of Confindustria.

The programs will therefore measure the depth and credibility of the two together with the will to know how to complete them. In the first place they will have to deal with the rules of the Pesenti reform. Those relating to the presidential election must be drastically revised, such as those that impose the long bench of vice-presidencies and delegations to special assignments. There are also those relating to regional structures: in many cases more similar to periodic tables of presidents and directors, without effective powers and without a strong and credible capacity for dialogue with the Regions.

Lastly, the question of the representation of the building entrepreneurship will have to be addressed, especially in the associations of the South: a reality that necessarily looks more to local political interlocutors than to the market. For this they must be classified in autonomous Building Boards, in associative connection and not in a structured membership which in many provinces determines the balance, the initiatives and the leaders of the territorial realities.

On the territory, the ongoing reform of the Chambers of Commerce and, in general, the electoral one reposition the traditional local alliances with the economic, trade union and professional categories, forcing the abandonment of the consociational liturgies in matters of labour, social security and credit with the profitable consociational conveniences that have characterized the legislative production for a long time. The resumption of the historic collaboration with the artisan associations can bring the economy back to the helm of the chamber system (it is not enough to have the president!) for too long in the hands of political compensation or the corporate division of seats and benefits.

Then there is the international question, support for export processes, the drive to expand the country's production base not only with a greater presence abroad but with foreign capital attracted to Italy for investment. Inside there is the presence in Brussels where the confederal offices of the Joyeuse Entrée have not appeared strong in the lobbying action in defense of brands and Made in Italy. The positive experience of the system missions should not be buried but renewed in its effectiveness in consolidating the markets.

Finally, the two most delicate but equally urgent issues. Luiss, the University that between ups and downs fails to take off as an absolute didactic excellence and for the specificity of its training direction. Too often Confindustria has had to support the distribution of professorships and stoats. Finally, the publisher of Il Sole 24 Ore. In this case, the presidency has a priority responsibility in the strategic choice it will be called upon to make. Debts, relaunch, quality of the newspaper, foreign correspondence and alliances will be on the agenda immediately to measure the strategic capacity of the new head of viale dell'Astronomia.
