Confcommercio: from 1992 to 2012 local taxes +500%

According to Confcommercio, taxes collected by local administrations increased from 18 to 108 billion in the period under consideration – Taxes at the central level increased by 95% – Public administration expenses also increased: +82% to 753 billion.

Between 1992 and 2012, direct and indirect taxes collected by local administrations they went up 500%. It detects it Confcommercio, in a study on fiscal federalism, which specifies how, in the period under consideration, taxes attributable to regions and local bodies increased from 18 to 108 billion, while central level taxes passed from 186 to 362 billion, for an increase in percentage terms of 95%.

According to the traders' association, the primary current expenditure of local administrations, on the other hand, grew by 126%, from 90,5 to 205 billion, while that of central administrations, again between 1992 and 2012, recorded an increase of 53 %, from 225 to 343,5 billion euros.

If we also add social security institutions to the calculation, the current expenditure of all public administrations scores points a rise of 82,5%, from 413 to 753 billion.

“The decentralization process – reads the Confcommercio report. it does not therefore seem to have led to cost savings, i.e. to an efficiency improvement of the administrative machinery”. The suggested solution, to reduce the tax burden, is "a different implementation of federalism, which interrupts the duplication of functions and prevents the overlap between local and central taxation".
