Confcommercio indicates in 23 billion euros of excess public spending at the local level that can be cut to reinvest the savings in better public services or lower taxes.

The estimate is based on the hypothetical calculation of how much local public services would cost on a national scale at the prices of Lombardy, the region of reference for efficiency. Against total outlays of 176,4 billion in 2012, excess spending is quantified at 74,1 billion.

Of these, however, 52,2 billion should be reinvested to achieve, in all Italian regions, the level of service of Lombardy at the costs incurred by Lombardy. This brings us to 22,9 billion in cuts, which should be distributed almost equally between regions with ordinary and special statutes.
