There will be no amnesty in the tax decree connected to the manoeuvre, or at least the most significant part of it. At the end of the summit on the provision at Palazzo Chigi, Lega sources confirmed that the possibility of supplementary declarations was deleted from the text (with a flat-rate charge of 20%, without interest or penalties) for taxpayers who in the past declared incomes lower than real ones.

Confirm instead the other three faces of the “fiscal peace”: the total forgiveness of debts up to one thousand euros (including car stamps and fines), the discount of 80-50% on tax disputes and the third scrapping.

THE TAX ON CARBONATED DRINKS

The tax package of the maneuver also includes a tax on sugary drinks such as Coca Cola, Pepsi or Chinotto. This is the government's idea to increase revenue and find coverage to exempt VAT numbers up to 100 euros from IRAP. The measure was included in the Budget Law with a Lega-M5S amendment approved in the Finance Committee. The proposed amendment is now being examined by the Budget Commission.

The reaction of the companies concerned was immediate: "These products have already been suffering for years - writes the confindustrial association Assobibe, which represents soft drinks - The recipe of the past to tax companies, which generate value and employment in Italy, is not imaginable in this very difficult phase”.

Six years ago the Monti government had already tried to introduce one Coca-Cola Tax, but the beverage lobby managed to defuse the proposal at the time.

THE BABY BONUS IS BACK

Il baby bonus, expiring at the end of 2018, will be renewed. This was assured by the Minister for the Family, Lorenzo Fontana, announcing a loan of 444 million for this purpose and specifying that the allowance will increase by "20% for each child after the first". The amendments to the maneuver filed in the Budget Committee in the Chamber also provide for two income brackets (up to 7 thousand and from 7 to 25 thousand euros) for allowances to families.

Fontana then announced more flexibility for parental leave, explaining that in the "family package" there is also the possibility "for mothers to choose whether to access an optional three-month maternity period" paid at 60% or six months paid maternity leave at 30%". The amendment extends the age of children within which it is possible to take parental leave from 12 to 16 years.

WEB TAX: CHANGE WITHDRAWN

Skip instead the proposed revision of the Web Tax: the League would have wanted to replace the 3% rate on individual transactions with a 6% levy on the amount of the fees.

OTHER SIZES

Government sources let it be known that the tax package will include "the taxation of money transfers up to 1,5%" and the detaxation of electronic cigarettes.

An amendment to unblock the databases will be presented to the tax decree. With the change decided during the summit at Palazzo Chigi, the Guardia di Finanza will be able to directly access the database of the registry of financial reports without having to ask for authorization from the judiciary. The Gdf will be able to monitor the big tax evaders at any time, transaction by transaction.

Finally, there will be an amendment to the tax decree "to avoid the tax on the square meters of shade of the umbrellas present in the bathing establishments".
