Amnesty: in the Senate confrontation between banks, companies and unions

I forgive yes, I forgive no. Talk about it in the Senate. The subject will certainly be one of the themes that will characterize the series of hearings on the agenda in the Finance commission of Palazzo Madama, where the fact-finding investigation on the tax reform kicks off today. First the ABI, then the Revenue Agency, the trade unions, the Finance Department, Assonime, Rete Imprese, Assogestioni and then the Bank of Italy will make their assessments known.

And there is no doubt that the issue of amnesty cannot fail to be a reason for consideration and attention. The investigation should be concluded within the year and the hearings join those underway in the homologous Montecitorio Finance commission on the tax delegation to the government on the tax reform: but in the intentions of the senators the hearings should however broaden the view, address all the issues . And therefore also the hypothesis of amnesty.

The banks make their debut today, in the early afternoon. Tomorrow and Thursday we continue with the other auditions. It will be interesting to see the locations, even if some are already known. For example, no later than two weeks ago, in the Chamber, Vieri Ceriani, head of the Fiscal Relations service of Bank of Italy and head of the working group at the Ministry of the Economy dedicated to erosion, heard precisely in the context of the delegation to the government on the tax reform, had remarked on the "technical difficulty" of a possible recourse to tax amnesties, in the light of the sentence of the Court of Justice on VAT: each amnesty is in any case connected to activities that include VAT - he explained - and therefore this road is not practicable.

Only the path of amnesty on direct taxes would remain, but it is a really complicated issue. As for businesses, Confindustria focuses on the fight against tax evasion and, if anything, on a property tax, rather than on amnesty. And Marcegaglia was clear: "The amnesty rewards the clever while we need everyone to pay taxes and respect the rules".
