Digital code, the PAs will have to accept all electronic payments

The new digital administration code provides that payments via text messages with telephone credit are also accepted – The concept of neutrality of payment systems has been introduced: all cards are accepted.

The Public Administrations will have to accept any kind of electronic payment, even those via SMS with telephone credit. These are the innovations in terms of payments made by the new Digital Administration Code, definitively approved by the Council of Ministers.

The concept of neutrality of payment systems vis-à-vis the PA was introduced in the new regulations, admitting any card, even the increasingly widespread ones of international circuits. This rule can be applied immediately.

The other main novelty is that of the acceptance of micropayments via SMS and with telephone credit, towards the PA, which will be coordinated with the transposition of the new PSD2 directive on electronic payments. In this case, all mobile operator systems will first have to be adapted.

Furthermore, a specific platform for payments, PagoPA, is indicated for the first time in the Cad. The next step, according to Pd Sergio Boccadutri, is the elimination of payment commissions.
