From the proposal of the consortium led by Tim, judged satisfactory in all respects, the tender for the construction of the infrastructure for cloud management of PA data will start, which will be published in the first weeks of 2022.

The first step is done. The Department for Digital Transformation has examined the Public Private Partnership proposals for the creation of the pnational strategic cloud cloud and held that the one presented by Tim, Cdp, Leonardo and Sogei was the best. Three proposals had been received by the ministry led by Vittorio Colao: in addition to that of the consortium led by Tim, an offer co-signed by Almaviva and Aruba and a third presented by Engineering and Fastweb had arrived. 

From the offer of Tim, Cdp Equity, Leonardo and Sogei we will start "in the first weeks of 2022" with the tender for the construction of the infrastructure for cloud management of Public Administration data and apps which aims to accelerate the country's digital transformation as part of the National Recovery and Resilience Plan. 

With the help of experts from the department and from Mitd, a financial advisor, the competent structures of the Presidency of the Council and experts from the National Cybersecurity Agency, the Department for digital transformation has in fact identified in the proposal of "Tim, as agent of the joint venture to be set up with Cdp Equity, Leonardo, Sogei" which "fully and fully satisfies the requirements expressed in the Cloud Italy policy presented on 7 September". 

The proposal, continues the note from the ministry led by Vittorio Colao “satisfies in particular i security and cloud services completeness requirements of the strategic and critical data of the Public Administration by integrating with assistance services for the migration of the Public Administrations and training of the personnel of the Public Administration". As regards the other two proposals, however, that of Fastweb and Engineering was judged adequate from an economic, financial and governance point of view but incomplete "from a technological point of view". As for the "proposal presented by the RTI between Almaviva SpA and Aruba SpA", the decree states that "it is both incomplete and non-innovative from a technological point of view and inadequate from an economic and financial point of view".

What will happen now? The selected project will be published and put out for tender through a tender managed by the Defense Services company, in-house of the Ministry of Defence. The tender is expected to be published in the first weeks of 2022, "in order to allow the start of the works by the second half of the year". Any other company or consortium may present an alternative project, with better conditions. When all the proposals have been examined, the relevant ministries will decide which project to go forward.
