The measures, which are expected to be approved this week by the European Parliament, are used to avoid a flight of funds and thus contain the difficulties of the Cypriot financial system.

Furthermore, according to Barnier, the case of Cyprus "is an exceptional case because no other country in Europe has a similar size of the banking system with respect to the national economy". In fact, the Cypriot financial sector is "7-8 times higher than the country's GDP".
