On the subject of layoffs e layoffs, Sostegni decree hides a little-known but crucial footnote. So far, the most common news concerns the calendar: the block on layoffs is extended for all companies until the end of June; from XNUMX July, companies that have access to the ordinary redundancy fund will be able to restructure; smaller companies, on the other hand, will have to wait until the autumn, when the reform of social safety nets on which the government and unions have already begun to negotiate will come into force.

Here, the note concerns the second point of the calendar, that is what will happen from July XNUMXst. Basically, according to the Sostegni decree, small companies which before the pandemic were excluded from the ordinary Cig, if they start making layoffs again, they will no longer have access to layoffs in derogation with Covid-19 reason. In other words, dismissals remain permitted only in the event of cessation of business and bankruptcy.

The usage limit for the Covid till is set at 40 weeks, but if there are savings on this item, it will be possible to finance other weeks of Cig as an exception for employers who have exceeded this threshold. Only for those who have used all the weeks available, therefore, it will eventually be possible to finance other weeks beyond the 28 already established by the new decree.

Despite these interventions, the study center of Unimpresa estimates that Italians at risk of poverty due to the pandemic are 10,4 million, of which 4 million are unemployed, formerly employed and inactive and 6,3 million who keep their jobs but in unstable situations or with low wages. Compared to 2015, the people who risk ending up below the poverty line have increased by one million and 200 thousand units. This is also why the government is working on a new budget variance of at least 20 billion, which will add up to the 32 just used for the Sostegni decree.
