Centre-right, 15-point program but with shadows of sovereignty, protectionism and cheerful finance

Sovereignism, which favors national rules over Community ones, the protectionism that is already manifesting itself on ITA and Telecom Italia and the cheerful finance that does not indicate financial coverage for reforms and tax reductions appear to be the main flaws of the centre-right

Presidentialism, regional autonomy, flat tax but respect, at least on paper, for Italy's international position (yes to Europe, NATO and Atlanticism, support for Ukraine against the Russian invasion). Let's face it: in its approximation, the centre-right's program apparently contains common sense proposals, but with three flaws that cast shadows on the sustainability of the entire platform.

Primo: respect for Europe is fine, but if national rules are favored to the detriment of Community ones, the smell of sovereignty is undeniable.

Secondo: on an economic level, the No to the sale of ITA and the nationalization plan of Telecom Italia dust off a protectionism embraced by statism which is not really needed.

Third: the lack of financial backing for reforms and above all for tax reduction opens up two scenarios: either they are seaman's promises or there is a risk of the public accounts defaulting. Dangers that cannot be underestimated. But here are the 15 points of the program

Program points

Un 15 point program distributed in 8 pages. Here are the main ones:

  • Foreign policy: The centre-right reaffirms that Italy must fully belong to Europe, the Atlantic Alliance and the West. Support for Ukraine and diplomatic initiatives aimed at finding a solution to the conflict have also been confirmed. And again: “Revision of the rules of the Stability Pact and of economic governance in order to implement policies capable of ensuring stable and lasting growth and full employment. Protection of national interests in the discussion of European legislative dossiers".
  • Infrastructure: “strengthening of the high-speed network to connect the entire national territory from the North to Sicily (building the bridge over the Strait). Strengthening and development of digital infrastructures and extension of ultra-broadband throughout Italy. Defense of national strategic infrastructures”.
  • Pnrr: Italy must complete the reforms requested by Brussels, but a revision of the plan is needed "according to the changed conditions, needs and priorities";
  • Direct election of the President of the Republic: the centre-right proposes a constitutional reform which envisages the direct election of the Head of State to which must be added the completion of the process on autonomy and the reform of criminal law and justice with separation of careers and reform of the CSM.
  • Flat tax: proposed the extension "of the Flat Tax for VAT numbers up to 100.000 euros in turnover, Flat Tax on an increase in income compared to previous years with the prospect of further expansion for families and businesses"
  • Work: cut in the tax wedge, tax exemption for new hires, reduction in VAT for basic necessities, increase in the ceiling on cash, substitution of the basic income with "more effective measures of social inclusion and active policies for training and integration into the world of work".
  • Pensions: overcoming of the Fornero law with Quota 41.
  • Building bonuses: "safeguarding existing situations" with reorganization of incentives.
  • Families: support for the birth rate, for families, for young couples. Increase in single allowance and minimum pensions.
  • Safety: more police forces, hot spots for migrants outside the EU, fight against irregular immigration and orderly management of flows, "defense of national and European borders as requested by the EU with the new Pact for migration and asylum, with border control and blocking of landings to stop trafficking in human beings, in agreement with the North African authorities". 
  • Environment: “Compliance with and updating of the international commitments undertaken by our country to combat climate change; use of 70 billion from the Pnrr to get the ecological transition off the ground, an extraordinary resilience program for fragile areas at risk of hydrogeological instability and an extraordinary plan for the renewal of water networks.
