Cadastre, revolution in Rome

From the historic center to the Aventine hill, from Trastevere to Testaccio passing through Monti, Gianicolo, Prati, Parioli and more: there are many prestigious areas of the capital where the cadastral income of buildings will be reviewed, bringing an overall increase of over 123 million euro – It is the 17th operation of this type in Italy.

Cadastral revolution for the inhabitants of Rome. The revenues of 175 properties in prestigious areas of the capital are destined to grow: the Revenue Agency spoke of "a significant difference between the market value and the cadastral value", specifying that the revision will involve "an overall increase of over 123 million euros of cadastral income”, thus leading to an increase in taxes linked to the house. 

The Roman operation is the seventeenth carried out in Italy and surpasses the one carried out in Milan, the largest to date with 30 properties involved.

The affected areas are the following: 

- Old Town
– Aventine
– Trastevere
– Borgo 
– Meadows 
– Flaminio 1 and 2
– XX September
- Mounts
– San Saba
– Testaccio
– Janiculum
– Of Victories-Triumphal
– Parioli
– Salary Trieste
– Esquiline 
– Villas on the Appian Way.

The operation starts from a survey by the Territory Agency (now incorporated into the Revenue Agency) on over 224 properties. Some old categories that are no longer relevant will disappear – for example the ultra-popular one (A/5) – while the housing considered popular (A/4) and economic (A/3), still present in various areas of the Centre, will decrease significantly. 

In the next few days, the citizens affected by these measures will receive a notification of the cadastral assessment notice, which will inform them of the new data regarding the category, class and income of the properties. The alerts will be issued in seven different phases between now and the end of the year.

Taxpayers who receive the communication will be able to find information through various channels: the online consultation service on the home page of the Agency's website, in the section dedicated to cadastral services; a dedicated call center on the toll-free number 800 863 119, active from Monday to Friday from 8 to 20; the e-mail address up_roma_notifiche335@agenziaentrate.it. 

"In the event that the information contained in the communication (for example, the personal details of the holder, the address or the location of the property) are inaccurate - explains the Revenue Agency - it is possible to use the telematic service of Data Correction cadastral online – Contact Center of the Agency's website. If the taxpayer, on the other hand, deems the cadastral assessment notice unfounded in whole or in part, he can request that it be re-examined in self-defense, by sending a request on plain paper to the provincial office - Territory of Rome, with the documentation to him support. The request for self-defense review does not, however, suspend the terms for a possible appeal to the tax judge, to be presented within 60 days from the date of notification of the cadastral assessment notice”.
