Cadastre, the Mef asks to update the archives for "a fairer tax"

There has been talk of land registry reform for years now, but in recent days it was the Ministry of the Economy that brought the issue back into the headlines, indicating a precise objective in the act of addressing the tax administrations for the three-year period 2021-2023: the updating of the cadastral archives “also with a view to a more equitable taxation”.

The purpose of the ministry led by Daniele Franco is to ensure "the constant updating of the Integrated Real Estate Registry" to associate each property with geographical position, geometric characteristics, reference quotes of the area and holders of rights and quotas.

At the same time, the Mef invites the Revenue Agency to "integrate real estate databases with the information taken from the tax return", also recommending to "oversee the quality and completeness of the cadastral databases, aiming the action primarily at the complete integration of the real estate data including their cartographic representation, for full interoperability with the information systems of other entities".

But there's more. Another of the tasks entrusted to the Revenue Agency is that of “supervising the territory in order to bring out undeclared properties in the cadastre, also through the adoption of innovative control methodologies, which favor the cadastral declaration by non-compliant subjects”. Finally, statistics and quotations from the Real Estate Market Observatory will have to be compiled in order to "ensure consultation of the economic values relating to the purchase and sale prices of real estate".
