Catalonia, independence referendum at risk: Arturo Mas' plan B

A little over two months after the electoral consultation on the independence of Catalonia, the separatist front led by Arturo Mas' Convergencia y Unió seems to be weakening due to the probable rejection of the possible consultation by the Constitutional Court.

Catalonia, independence referendum at risk: Arturo Mas' plan B

Arturo Mas, president of Convergencia y Unió, is the main proponent of the latest demands of independentist Catalonia. Among these, the referedum set for November 9 is the spearhead, which however seems to be chipping away in the last few hours. The rejection of the consultation by the Constitutional Court appears in fact very probable, also thanks to the announcement by the government of Mariano Rajoy of the appeal it will present to the Court in case the referendum takes place.

Given these very real hypotheses, Mas is already preparing a sort of "plan B", as he revealed in the last few hours to the Spanish newspaper El Pais. First of all, this provides that if the probability of rejection of the consultation grows too much, it will be necessary to be ready to abandon the vote. This is because, Mas explains, “in a similar scenario we won't get to the polls, as it would mean giving too many advantages to our opponents. The motivation for such a decision is all too clear: going to a consultation with the certainty that it will be canceled would mean meeting a demotivated electorate that would not guarantee an adequate number of participation, which instead in Mas's intentions should come close to the plebiscite.

So here are the reserve moves that the president of the CiU and of the Generalitad de Catalunya is preparing. First of all, great attention will have to be paid to the National Day of Catalonia which will take place on 11 September. An event capable of gathering hundreds of thousands of people will have to be used for the purpose of a new important demonstration of independence strength. Secondly, the date of 15 September will be fundamental as the autonomous parliament will approve the law of questions which will give Mas the green light to sign the decree convening the pro-independence consultation.

Therefore, given the hypothesis of rejection of the referendum consultation, Mas's strategy takes the form of preparing a broad base of consensus for the cause of independence. In fact, talks continue with all the parties that support the sovereignty operation, above all Esquerra Republicana de Catalunya and Asamblea Nacional Catalana. Furthermore, the president of the CiU does not even set aside the hypothesis of a hypothetical candidacy with the republican forces.
