Rai license fee: instructions for requesting a refund

The Revenue Agency has published the instructions on how to request for reimbursement of the Rai license fee. If taxpayers have received an undue debit in their electricity bill, from today they will be able to request the return of the amount paid by registered mail. Starting from 15 September it will be possible to send the reimbursement request also electronically, by presenting the entire file online. The refund will arrive within 45 days of receiving the application.

Rai fee: who can request a refund
All citizens who, despite having presented the appropriate self-declaration certifying the non-possession of the television, have received a charge of 70 euros on their electricity bills will be able to request a refund. Refunds also provided for those who have been forced to pay the heavy tax twice having received the debit on two different users belonging to the same family. In this case, the application will also be valid as a self-declaration to communicate the tax code of the family member who already pays the fee through his electricity supply.

Finally, the following will also be entitled to a refund of the amount paid:

– taxpayers over the age of 75 with a total family income not exceeding 6.713,98 euros, who were exempt from submitting the appropriate declaration,

– taxpayers for whom an international agreement is valid (diplomatic or military).

The model set up by the Revenue Agency consists of two sections, the first relating to "personal data", the second relating to the specific "request for reimbursement". Within the latter, the applicant must enter the reason for requesting the refund.

Rai fee: how to request a refund
The request must be presented by the electricity user, but also by an heir or a bank intermediary.

Once the application has been received, the Revenue Agency will carry out the necessary checks. If the assumptions of the request are deemed to be founded, it will notify the electricity companies of the obligation to return the sum already paid by crediting the first available invoice. As previously stated, the reimbursement of the Rai license fee will take place within 45 days of receipt of the specific communication. In the event that the amount to be disbursed by the electricity companies is not successful, the sum will be paid directly by the Agency.

Starting from 2 August, all those who have paid an undue Rai license fee will be able to send the refund request, together with a copy of an identification document, by registered mail. The destination address is as follows: Agenzia delle Entrate, Provincial Directorate 1 of Turin, Turin Office 1, SAT – TV Subscription Desk – PO Box 22 – 10121 Turin.

To send the request electronically, instead, you will have to wait for 15 September, the day from which you can proceed, using the credentials of the telematic services. The model can be found on the Revenue Agency website and on the Rai website dedicated to the TV license fee.
