The revolution of Rai license fee in the bill comes a turning point, perhaps the definitive one. After rejected some passagesi of the text issued by the Minister of Economic Development two weeks ago, in fact, the Council of State has now given the go-ahead to the provision that reforms the methods of payment of the Rai season ticket. Furthermore, spouses and unmarried couples have the exact same rights. This can be learned from the Revenue Agency website, in the pages it dedicates to the new television tax. The issue is important because the members of the same "personal family" - this is the point - will pay the TV license only once. And this definition of registered family also includes - now specifies the Revenue Agency - de facto couples who live in the same house.

The Revenue Agency cites articles 4 and 13 of the Decree of the President of the Republic number 223 of 1989. This decree states that – “for personal purposes” – the family is “a set of people linked by bonds of marriage, kinship, affinity , adoption, guardianship" or even "from emotional ties". Therefore, "emotional ties" are sufficient as long as these people live together and have their "usual residence" in the same municipality.

A not entirely expected green light, that of the Council of State, given that in its new proposals the Minister Guidi it only partially acknowledged the remarks of the judges, who for their part reiterated that the "formulation of the provisions is excessively technical" and difficult to "understand for non-experts in the sector". A lack of understanding that we will try to remedy through "a circular from the Revenue Agency", to communicate with greater clarity.

For example, the decree still lacks a certain definition of a TV set, because a rigid rule would risk aging rapidly. The definition came only in an explanatory note, which clarified that the fee for tablets, smartphones or computers will not have to be paid. Furthermore, it is confirmed that the fee will have to be paid only once even if you have several televisions in the house. For who should not pay the fee, on the other hand, the deadline for the substitute declaration remains May 16th.

The corrected decree clarified, however, that the electricity companies concessionaires of the collections will have economic compensations guaranteed by theInland Revenue and which will not therefore fall on the citizens. The revolution of the Rai fee in the bill, therefore, is approaching its departure, expected for July 2016.
