Rai fee in the bill: the vademecum to make no mistake

Rai license fee in the bill: with 2016 the novelty was triggered which should in fact mark the requiem for tax evasion, guaranteeing a higher revenue of around 420 million according to Mediobanca estimates. The fee will be paid with the electricity bill starting from 1 July 2016 and that bill will contain the arrears, given that the change started on 1 January.

The six-month period has been set aside to allow electricity providers to adapt their billing software. But the request for clarifications from consumers and the association has already begun Codes has decided to prepare a vademecum in a few key points that explain what is foreseen regarding the Rai license fee in the bill by the 2016 Stability Law. The implementing decree will have the last word and will be ready by mid-February but in the meantime here are some useful tips.

The fee is paid only on the first house and only once in the family, provided that the spouses and/or children are all resident in the same property. In the case of a married couple with residences in two different properties, the electricity company will charge the fee on both properties in the bill. The same applies to children: if they change residence, they will have to pay the rent on the property even if it is rented or on loan.

 • L'amount of the Rai license fee was reduced from 113,50 to 100 euros per year.

 • The fee will be paid in the bill from 1 July 2016 and will include the installments of the previous months. Since 2017 instead will be divided into 10 installments of 10 euros, from January to October (20 euros per bill). So you won't pay on your bill for the last two months of the year.

 • In the registered residence of the taxpayer who has an electricity contract, possession of a television is now presumed, this presumption must possibly be overcome by submitting a regular self-certification, valid for one year, to the Revenue Agency. The decree does not refer to the possession of smartphones, tablets and PCs.

 • Payment will be made with the bill both for those who have a contract with an electricity company free market that for those who are covered by the service of Greater protection (the vast majority of Italians).

Who has a contract with the D3 tariff, as a resident with a power commitment exceeding 3 kW, he will have to pay the fee.

Who has a contract with the rate D3, as a non-resident, will not have to pay the fee.

 • Nothing changes compared to communications of changes that have occurred during the year: declaration toInland Revenue for sales, changes of residence, theft (attach Complaint), transfer to landfill (attach the relevant documentation to the cancellation request), death of the subscriber.

 • There are no amnesties for arrears, which will go into prescription after 10 years.

 • Televisions will no longer be able to seal each other.

 • Exemption, no tax: 75 years and 8000 euros per year.

 • - offices, studios and commercial establishments they will have to pay, if they have a television, by postal order and not on the bill.

"Finally, it is advisable to avoid sending RAI self-certifications in advance, i.e. before the irregular request for payment of the fee arrives" he says Louis Gabriel of Codes who invites you to contact the association in case of doubts (www.codici.org or 06/5571996). Enel is also preparing to give directions to the call centre: a pre-recorded message will notify customers that the implementing decree is awaited. More detailed instructions will follow later.
