Chamber: ok to the balanced budget bill in the Constitution

Green light of the Camera to the constitutional bill which introduces into the Charter the obligation of balanced budget. The ok from Montecitorio arrived with Bulgarian numbers: 464 yes, 11 abstentions and no votes against. The measure now goes to the Senate. A total of four parliamentary steps are required before final approval. Each of the two Classrooms must adopt the provision in two distinct votes by absolute majority, spaced out by a period of not less than three months.

The bill also establishes “at the Chambers an independent body” with “tasks of analysis and verification of public finance trends and assessment of compliance with the fiscal rules". The new Article 81 of the Constitution establishes that "the State ensures the balance between revenue and expenditure of its budget, taking into account the adverse and favorable phases of the economic cycle".

The use ofborrowing will be permitted "only in order to consider the effects of the economic cycle and, subject to the authorization of the Chambers adopted by an absolute majority of the respective members, upon the occurrence of exceptional events".
