Il the delicate issue of procurement divides the majority. It happens in the classroom, in the Chamber, called to vote on the spending review. The Democratic Party insisted on an amendment to which the government gave a contrary opinion, but did not find the necessary support: Pdl and Third Pole voted "no". The IDV sided with the Democratic Party; while the League abstained. This rift had already taken place in the Constitutional Affairs and Budget commissions of Deputies with the Pd on one side and the Pdl and the Third Pole on the other.

Al the center of attention is the spending review rule which establishes the award of contracts with the criterion of the most economically advantageous offer. The dispute is over an amendment by the Democratic Party on the new rules for opening envelopes with documents on public administration contracts. For the Democratic Party, the rule must apply to everyone, even for packages not yet opened on May 9, 2012.

Amendment on which the executive expressed a negative opinion. “We asked the government if it wanted to modify the opinion formulated, it didn't because it explained that the proposal from the Democratic Party has a negative effect on public finances. We stick to the government's opinion," explained centrist speaker Roberto Occhiuto.

According to the government, the cancellation of all the tenders without prejudice to the envelopes not yet opened on May 9 could generate disputes and cost the State over 1,2 billion euros.j
