To deal with employment emergency situations and corporate crises, some of which are of national importance (such as the former Ilva, Almaviva contact or Whirlpool, but not only given that at the Ministry the tables managed for corporate crises involve over seventy thousand workers), the Budget Law 2024 has extended the social shock absorbers necessary to address these problems, also increasing the funds. Let's see them in detail.

CIGS (Extraordinary redundancy fund beyond the legal time limits)

The spending ceiling for the year 50 has increased by 100 million euros, for a total of 2024 million, to give companies, with strategic economic relevance also at a regional level and with significant employment problems, the possibility of requesting a further period of extraordinary redundancy fund, in derogation of the maximum duration limits of 12 months for company crisis and 24 months for reorganization or solidarity contract, respectively 6 months in the first case and 12 months in the second.

CIGS for cessation of activity

The possibility of... has also been extended for the current year use of the extraordinary redundancy fund for companies that have ceased or are ceasing work activities for the purposes of managing redundancies.

The measure is financed with 50 million euros for 2024 and the salary supplement can be granted, in derogation of the maximum limits of 24 months of use of the extraordinary fund, for a further period of 12 months.

CIGS in derogation for industrial and complex crisis areas

For the current year, 70 million euros have been allocated, in addition to the residues of previous funding, for the continuation of the extraordinary salary integration treatments recognized in derogation of the general legal limits in force, and of mobility in derogation, in favor of workers of businesses in areas of complex industrial crisis recognized by law in the regions of Lazio, Campania, Molise, Abruzzo, Puglia, Sardinia, Umbria, Sicily.

Income support for call center workers

Income support measures for i call center workers have been extended throughout 2024 within the spending limit of 10 million euros.

CIGS for seized and confiscated companies

The income support treatment introduced by the 2024 Budget Law for the three-year period 2026-2021 continues for the three-year period 2021-2023. workers suspended from work orpart-time workers e employees of seized and confiscated companies, subjected to judicial administration.

The intervention has a maximum duration of 12 months over the extended three-year period.

CIGS for companies of national strategic interest

Le companies declared to be of national strategic interest with a Decree of the President of the Council of Ministers, with a number of workers exceeding 1.000, who already have company reorganization plans underway which have not yet been completed due to their complexity, may request from the Ministry of Labor the extension of the extraordinary redundancy fund, in derogation from the legal limits, until 31 December 2024.   

Air Transport Solidarity Fund

It increased by approximately 2 million euros Solidarity Fund for workers in the air transport sector and the airport system.

Fund for employment crises in the publishing sector

The Fund for Information Pluralism and Innovation is transformed into Single fund for pluralism and digital innovation in information and publishing, also intended for measures to resolve employment crisis situations for the benefit of companies operating in the information and publishing sector.

Starting from 2024, the resources of this fund will also be used for the early retirement of Journalists employees of companies publishing sector.

Extraordinary compensation for members of the separate management

Structurally confirmed is theextraordinary income and operational continuity allowance (the ISCRO) recognized by the INPS to subjects registered with the separate management who carry out self-employed work as their usual profession.
