Brussels stops Agcom's proposal for the reduction of last mile access tariffs and asks to review the prices. The EU Commission writes that the reduction in tariffs, which according to Agcom's proposal should drop from 9,28 to 8,68 euros per month for 2013, "would negatively affect the ability of operators to plan and decide on the prices to apply in Italy". The EU "in the next 3 months will discuss with Agcom how to revise the proposal" cooperating with Berec.

”By choosing to adopt a different approach from the one announced last year for fixing access prices on the Italian broadband markets, Agcom undermines the regulatory certainty necessary for all economic operators, who are entitled to take advantage of equal conditions ”, commented Neelie Kroes, the Vice-President of the European Commission and responsible for the Digital Agenda. According to the Commission, what triggered the review procedure was the fact that "Agcom's recent decision to fix prices for 2013 on the basis of the previous market analysis is in contradiction with the statement, released in October 2012, in which the Authority stated that the new prices would be based on the new market survey".

The Commission underlines that "it intends to ensure the adoption of regulatory approaches that are transparent and capable of ensuring predictable and stable planning conditions for market operators, whose activity would be greatly hampered by the impossibility of planning in advance the prices to be offered to clients".
