Abandoned historic villages: green light to funds for recovery and environmental sustainability

The cultural and environmental heritage of historic villages Italians make their way into the PNRR. The Ministry of Culture has allocated one billion euros for 250 projects to be presented by 15 March. The minister Dario Franceschini he asked the mayors to hurry: "We are managing a major operation of cultural and social value - he explained - For many years in our country there has been talk of the recovery of internal areas and villages, but there have been no major interventions aimed at achieve this goal". On the other hand, having entered the Piano Nazionale Borghi in the wider strategy of environmental sustainability is proving to be a winning choice.

Two courses of action

The intervention to increase the attractiveness of these places is divided into two lines of action. The first, with an endowment of 420 million euro, is to the advantage of projects for the cultural, social and economic regeneration of places at risk of abandonment or already depopulated. The limit is one intervention for each Region, so as to reach 21 eligible projects. Each will receive 20 million and concretely they will have to provide infrastructure and services in the fields of culture, tourism, social affairs or research. The money will be assigned by May, Franceschini promises, to start the works and finish them downtown June 2026.

The second line of action has the same characteristics of sustainability and urban regeneration and the money is for 229 villages: 380 million euro will go directly to the Municipalities, while another 200 million they are classified as aid to micro, small and medium-sized enterprises intending to settle in the villages.

Municipalities and businesses

The Municipalities will have to wait for the public announcement of the Ministry of Culture and will be able to participate individually or in aggregate up to a maximum of three Municipalities. The 200 million euros will instead be assigned to companies that carry out cultural, tourist, commercial and craft activities located in the Municipalities selected for the cultural regeneration projects.

In total, the resources that will be able to arrive in each village - adding the two lines of action - are equal to 2,53 million euros. Throughout the operation, the Recovery and Resilience Plan is also referred to for the destination of 40% of the total resources to the 8 Southern Regions. And here it will be important to measure the ability to respect procedures and deadlines to revive historic villages of great beauty.
